Office of Transportation Data- Mgr 1, Transport Specialist- TRM030- PG P- Road Inventory GIS Data Group Leader
Job Summary: Manages one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as group leader to professionals providing professional support in one or more of the areas listed.
Primary Duties & Responsibilities:
· This position serves as the Chief of a major unit within the Office of Transportation Data and as such works under limited supervision.
· The primary responsibilities of the Office include: the development and maintenance of the statewide road inventory; the collection of key geospatial attributes; maintenance of the departmental linear referencing system; production of certain state and federal reports; customer service requests which often include tabular and cartographic products.
· Additional responsibilities of this position include: coordinating collection programs to obtain the most current data to support transportation needs; providing solutions to problems that arise within the processes; reviewing daily activities and business procedures to maximize cost effectiveness and timely delivery of products; ensuring that all activities and reports comply with applicable federal and state laws and conform to the Departments’ rules, regulations, and policies; coordinating various projects within the office, with other offices, with other state and federal agencies, and with the public.
· As a supervising manager this position is responsible for: direct supervision of employees; reviewing and validating the work of group members; assigning workloads to maximize efficiency and timely delivery of products; training, instructing, educating the staff either directly or through educational programs/seminars on changes and advances in the technology used and data required by the office; administers to personnel actions as appropriate.
· Other duties as assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include the State Entry Qualifications as well as Agency Specific Requirements.
Entry Qualifications:
· Associate degree and experience in a lead worker, team leader, or supervisory role; or one (1) year at position equivalent
Agency Specific Requirements:
· Bachelor's Degree from an accredited college or university in geography, geospatial information systems, planning, statistics or a related transportation field and one year of supervisory experience in the area of assignment OR Eight years of professional related experience in a related transportation field with at least one year as a supervisor in the area of assignment.
· Knowledge of ESRI's ArcGIS suite of products.
· Knowledge of developing comprehensive projects that ensure data quality, data accuracy and streamlined efficiency.
· Experience preparing, justifying and administering a budget for a program or office.
· Experience in training, planning, directing, and evaluating work of staff; building effective work teams.
· Possesses strong leadership skills, with the ability to foster team spirit, motivate and guide subordinates toward accomplishment of office/department goals.
· Experience in independently directing and managing a team of advanced professionals and to coordinate this development effort with other Department offices, federal and state agencies, and local governments.
· Experience recognizing opportunities to aid in the achievement of department goals and objectives; setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness.
· Possesses excellent written and oral communication skills, expressing ideas and fact to individuals or groups effectively.
· Ability to make sound and well-informed decisions, to effectively manage own priorities setting well-defined and realistic personal goals.
· Experience working directly and effectively with internal and external customers - including local elected officials.
· Knowledge and experience working with FHWA.
· Knowledge of the following state and federal highway/ route classification systems:
o the state highway system, the U.S. Route numbered system, the national system of interstate and defense highways, the U.S. Numbered bicycle and limited access routes, the highway functional classification system, the national highway system, Urban area boundaries, Corporate Limits.
· Problem analysis and problem resolution at both a strategic and functional level.
· Strong customer orientation.
· Excellent interpersonal and communication skills.
Agency Preferred Qualifications:
· Master’s Degree from an accredited college or university in geography, geospatial information systems, planning, statistics or a related transportation field.
· Knowledge of the organizational structure of the department and the role of each office/program.
