Office of Traffic Operations- GDOT Sr. Mgr 1, Civil Engineer- ETM122- PG S- Assistant State Traffic Engineer
Job Summary: Serves as an Assistant Office Head over one or more engineering groups. Manages, directs and coordinates the delivery of project plans for assigned engineering group(s). Manages, supervises and provides leadership to Group Managers and professional staff. Manages the quality assurance process for assigned engineering group(s). Develops and shares best practices and training for office-wide implementation.
Primary Duties & Responsibilities
· Serves as an Assistant Office Head with supervisory responsibility for the safety, operational improvement, permitting, program management, and roundabout and alternative intersection design (RAID) groups.
· Oversees the Highway Safety Improvement Program (HSIP): provides management and engineering oversight to state safety group responsible for the delivery of GDOT’s HSIP program. Serves as a subject matter expert on roadway safety improvements and infrastructure crash mitigation strategies.
· Oversees central office responsibilities for driveway, access, speed, and signal permitting.
· Leads policy development, technical guidance, and standards updates related to roadway safety, intersection design, signal operations, and permitting.
· Provides management and engineering oversight to the Operational Improvement program.
· Assists in the Joint Agency Data Acquisition & Management Program.
· Provides management and engineering oversight to the RAID group.
· Positions the Department as a national leader in pursuing, implementing, and deploying innovative initiatives and emerging technologies across the state.
· Represents the Department at a local, statewide, and national level through professional development opportunities for all job responsibilities listed.
· Prepares and monitors budget for assigned areas.
· Hires and develops engineers/other staff.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
Entry Qualifications:
Bachelor's degree in civil engineering or civil engineering and technology with one year of demonstrated experience in a leadership position and a Professional Engineering (PE) License; or Professional Engineering (PE) License with one year of demonstrated experience in a leadership position.
Agency Specific Qualifications:
· Foreign degrees require a completed Equivalency Evaluation by NCEES along with an official transcript when submitting an application.
· Seven (7) years of training and experience in traffic operations, preconstruction, and/or construction-related responsibilities.
· Possess strong leadership skills, with the ability to motivate and guide others toward the accomplishment of office/department goals.
· Five (5) years of experience in program management, project management, strategic planning, or related responsibilities. This can include evaluating effectiveness and prioritizing projects.
· Five (5) years of experience in training, planning, directing, managing, leading, and evaluating the work of staff, team building, managing workforce diversity, and managing and resolving conflicts.
· Possession of a Professional Engineer License.
· Knowledge of engineering principles and laws and/or regulations as part of the preconstruction, construction, or operation of transportation projects.
· Possession of professional engineering judgement to best represent the Department
· Knowledge of highway safety improvement program
· Knowledge of GDOT design guidance, specifications, and standards
· Knowledge of GDOT permitting processes and requirements
· Knowledge of intersection design and operations
· Demonstrated experience designing and implementing ITS and/or signal systems
· Knowledge of technological developments and ability to integrate new technology and concepts to manage and improve program effectiveness.
· Demonstrated experience in preparing, justifying, and administering a budget for a program or section.
· Demonstrated experience leading a diverse team with varying responsibilities
· Effective leadership skills demonstrated through coaching, mentoring, and management experience
· Strong customer orientation.
Agency Preferred Qualifications:
· Demonstrated experience and knowledge of transportation related to highway safety and operations, including pedestrian and multi-modal aspects
· Demonstrated experience with strategic planning and resource management, focusing on team effectiveness
· Involvement in professional organizations at both the state and national level
· Demonstrated experience in crash reduction techniques
· Demonstrated understanding of GDOT activities and national-level discussion of transportation safety and operations.
· Detailed experience on strategic work planning (short and long term), thought leadership and strategic positioning, resource management, and effective plan implementation.
· Experience in directing and implementing organizational change.
· Active involvement in professional organizations at state and national levels
· Ability to present and represent the department in a professional setting to customers, professional organizations, and the media, and legislative settings.
