TWO POSITIONS ARE AVAILABLE

 

Job Summary:

Under broad supervision, provides advanced level professional support in transportation planning activities including multimodal short- and long-range transportation plans and geographic planning analyses.  May also serve as a lead worker.

 

Primary Duties & Responsibilities:

·         Under limited supervision, performs work of the advanced working level in the planning and analysis of transportation systems.

·         Assists in developing, maintaining, and implementing transportation plans for the State. Independently performs and manages studies and may act as lead worker for lower-level planners.

·         Manages multiple types of contracts, including planning services contracts with statewide or regional level scope.

·         Acts as project manager, or deputy project manager, for transportation planning studies or initiatives.

·         May assist in development and maintenance of ten-year planning program and implementation of planning for performance metrics.

·         May assist with updates to the Statewide Strategic Transportation Plan/Statewide Transportation Plan (SSTP/SWTP) and ensures that all activities include alignment with core planning responsibilities and the SSTP/SWTP.

·         May lead freight planning tasks including updating and maintaining the State Freight Plan or developing studies, plans, and reports in response to State or regional initiatives.

·         Establishes stakeholder relationships with GDOT staff that effectively facilitate discussions on planning and policies from an intra-office and inter-office perspective. 

·         Serves as liaison for related research and/or planning studies conducted by other public and private entities, including those done in GDOT outside the Office of Planning.

·         Position will work in the Office of Planning in the Strategic Planning Section.

 

NOTE: This position requires statewide travel with occasional overnight stay. 

 

 

 MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

 

 

ENTRY QUALIFICATIONS:

·         Bachelor's degree from an accredited college or university AND Three years of experience in transportation-related work OR Two years of experience required at the lower-level Transport Planning 2 (TRP061) or position equivalent.

 

 

AGENCY SPECIFIC QUALIFICATIONS:

·         Bachelor’s degree from an accredited college or university in one of the following fields: transportation planning, rural/urban planning, policy studies, public administration, business or a closely related field

·         Three (3) years of experience in the planning and analysis of transportation systems.

·         Two (2) years of experience in preparing clear, concise, organized, and accurate written reports, documentation, presentations, and correspondence in strategic transportation planning.

·         Demonstrated ability in performing and managing multimodal transportation studies.

·         Possesses excellent problem-solving skills with the ability to make sound, well-informed decisions.  

·         Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives, setting goals and determining the course of action to   implement departmental visions and goals with appropriate timing and responsiveness.

·         Demonstrated experience interacting effectively with all levels of management within the organization.

·         Demonstrated ability to foster relationships and collaboration between agencies and/or public.

·         Internal and external organizational awareness, including building and managing stakeholder relationships.

·         Possesses strong written and oral communication skills with the ability to express ideas and facts to groups and individuals   effectively                                                                           

·         Possesses leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.

·         Demonstrated experience managing schedules and ensuring timely performance.

·         Demonstrated ability to work with and manipulate databases.

·         Strong organizational skills and ability to work independently with minimal supervision.

·         Demonstrated ability to identify and solve problems and apply innovative solutions to make organizational improvements.

·         Possesses familiarity with related technological developments and be able to integrate new technology to manage and improve program effectiveness.

·         Demonstrated ability to build effective teams, foster commitment and team spirit.

AGENCY PREFERRED QUALIFICATIONS:

·         Master’s degree from an accredited college or university in one of the following fields: transportation planning, rural/ urban planning, regional planning, urban studies, policy studies, geography, statistics, economics, or closely related field

·         Possesses one (1) year of experience in one or more of the following areas: Performance-based planning and programming, connected and autonomous vehicles, freight analysis, economic analyses, traffic revenue studies, National Environmental Policy Act (NEPA) processes, or resiliency. 

·         Two (2) years of experience in managing or working on highway and/or multimodal transportation planning related projects and/or studies.

·         Demonstrates experience performing and managing transportation studies that involve use and coordination of a consultant team.

·     Demonstrated experience in gathering and analyzing publicly- and privately sourced data; identifying trends and understanding relationships; and presenting and implementing recommendations to management.

·         Business intelligence software experience as applied to financial analysis and program management

·         Demonstrated experience with freight transportation planning and data as part of statewide or regional planning initiative.

·         Experience interpreting and applying State or Federal regulations and guidance to transportation planning and project development.

·         Experience with public involvement

·         Familiarity with various software such as GIS, Excel, and others.   

 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
