Job Summary:

Under broad supervision, provides advanced level professional support in transportation planning activities including multimodal short- and long-range transportation plans and geographic planning analyses. May also serve as a lead worker.

 

Primary Duties & Responsibilities:

Duties may include:

  •  Performing work at a full working level in the planning and analysis of transportation systems, conducting funding analysis as part of transportation planning studies for rural and/or small urban areas or assisting local governments in developing financial aspects of transportation plans for larger urban areas.
  • Collaborating with the Department’s other applicable offices on financial management, program delivery, and alternative delivery for the development and approval of the department’s short- and long-range plans. 
  • Preparing presentations for executive management and public meetings; preparing and presenting regular financial briefings for executive management.
  • Serve as a program lead for financial planning tasks; managing internal and external consultants; contract management and schedule tracking.
  • May act as project manager or deputy project manager for transportation planning studies.
  • Performs financial analysis and related functions and supports the work of planners in programming and project funding for Federal and State projects. 
  • Ensures the geographic and financial data is accurate and current based on the project information.
  • All activities will include alignment with core planning responsibilities and the Statewide Strategic Transportation Plan/Statewide Transportation Plan (SSTP/SWTP).

 

NOTE: This position requires statewide travel with occasional overnight stay.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

 

Entry Qualifications:

  • Bachelor's degree from an accredited college or university AND Three (3) years of experience in transportation-related work
  • OR two (2) years of experience required at the lower-level Transport Planning 2 (TRP061) or position equivalent.

           

Agency Specific Qualifications:

  • Bachelor’s degree from an accredited college or university in one of the following fields: transportation planning, rural/urban planning, policy studies, public administration, business, or a closely related field.
  • Two years of experience in transportation-related planning work including:
    • One year of experience in managing and/or coordinating financial planning, funding analysis, business case development, including revenue and spending projections for capital and/or operating budgets.
    • One year in managing and/or coordinating transportation, city, urban planning, or related field; or in the planning and analysis of transportation systems.
  • Demonstrated competency in performing and managing transportation studies.
  • Demonstrates experience performing and managing transportation studies that involve use and coordination of a consultant team.
  • Possess familiarity with Federal transportation funding regulations and practices.
  • Good organizational skills and ability to work independently with minimal supervision.
  • Demonstrated ability to foster relationships and collaboration between agencies and/or public.
  • Demonstrated ability to work with and manipulate databases.
  • Demonstrated ability to see detail in numbers quickly and accurately. 
  • Possess excellent problem-solving skills with the ability to make sound, well-informed decisions.  
  • Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives; setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness.
  • Demonstrated experience interacting effectively with all levels of management within the organization.
  • Experience developing new, effective methods and procedures where existing methods and procedures are inapplicable or are unavailable. 
  • Internal and external organizational awareness, including building and managing stakeholder’s relationships.
  • Possess strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively.                                                                            
  • Possess familiarity with related technological developments and be able to integrate new technology to manage and improve program effectiveness.
  • Demonstrated experience managing schedules, ensuring timely performance, and managing multiple, competing priorities.

Agency Preferred Qualification:

  • Master’s degree from an accredited college or university in one of the following fields: transportation planning, rural/ urban planning, regional planning, urban studies, policy studies, geography, statistics, economics, or closely related field
  • Possess leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.
  • Two years of experience working with stakeholders and the public conducting outreach activities and coordination
  • Three years of experience in managing or working on highway and/or multimodal transportation planning related projects and/or studies, including financial planning.  
  • One year of experience in determining eligibility and qualifications for funding.
  • One year of experience in one or more of the following areas:
  • Performance-based planning and programming, metropolitan planning organization activities (TIPs, UPWPs, LRTP/MTP, and Planning Studies), connected and autonomous vehicles, freight analysis, economic analyses, National Environmental Policy Act (NEPA) processes and resiliency.
  • Experience with roadway transportation related federal and state laws, rules, and regulations, able to successfully coordinate with federal, state, and local agencies.
  • Possess the demonstrated ability to identify and solve problems and apply innovative solutions to make organizational improvements.
  • Demonstrated ability to work with different teams internally and externally as well as independently.
  • Familiarity with GDOT’s TPRO database.
  • Possess advanced knowledge and experience in using Microsoft Office products, Adobe and/or Bluebeam, or Business Intelligence Software, as well as other technical applications for developing data and reports.

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
