Job Summary: Plans for one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environment, or traffic. Serves as director to professionals providing professional support in one or more of the areas listed. 

Primary Duties & Responsibilities:   Under broad supervision, this role oversees the Office of Planning’s activities related to strategic planning, program, and policy design. Responsibilities include researching and synthesizing demands on the State’s transportation network and developing strategy, direction, and policy. Leads a team of professionals who perform economic, technical, and broad-based financial long-range planning for the Department’s Planning Office. Ensures strategies are viable, manageable, and implementable with direction-setting that reflects quantified, data-driven goals in the creation of both state and federally required transportation plans, including updates the State Freight Plan and Statewide Strategic Transportation Plan.

The position will also direct the engagement and coordination with other state and regional agencies including the Georgia Regional Transportation Authority (GRTA), the State Road and Tollway Authority (SRTA), the Atlanta-Region Transit Link Authority (ATL), the Department of Economic Development, the Governor’s Office of Planning & Budget, and the Georgia Ports Authority.

Activities include:

  • Managing timelines, budgets, and resources related to strategic planning initiatives, plans and studies to ensure efficient execution of planning efforts performed by Departmental staff and consultants.
  • Overseeing development and design of policies, programs, plans, and studies that align with state and federal transportation planning requirements.
  • Directing data collection, cataloging, and analysis to support informed decision-making, ensuring transportation strategies align with economic development goals and infrastructure requirements.
  • Monitoring and evaluating transportation national trends and peer state best practices to enhance strategic planning efforts.
  • Providing leadership and guidance to a team of planners, fostering professional growth and ensuring high-quality deliverables.
  • Representing the Department at meetings, conferences, and public engagements, effectively communicating transportation planning initiatives and priorities.


MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

Entry Qualifications:

Associate degree in a related field managerial role; OR One (1) year at the lower-level Sr. Mgr 1, Transport Specialist (TRM033) or at equivalent position.  

 

Agency Specific Qualifications:

  • Bachelor’s degree in a related area from an accredited college or university.
  • Demonstrated experience in the planning and analysis of highway transportation systems 
  • Demonstrated experience in the research and development of strategic plans, especially advised by economic analysis, private-sector engagement, and long-term transportation infrastructure goals
  • Demonstrated ability in gathering, interpreting, analyzing and summarizing information for the purpose of formulation of policies, plans, and studies that set implementable direction for large-scale infrastructure construction and operation 
  • Supervisory experience comparable to an Assistant Office Head, Group Leader, Section Head, or Area Engineer
  • Demonstrated strong leadership skills, with the ability to motivate and guide others toward accomplishment of office/department objectives
  • Demonstrated experience using appropriate methods and interpersonal style to develop, motivate and guide a team toward successful outcomes and attainment of organizational objectives
  • Demonstrates excellent written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively
  • Demonstrated ability to make sound and well-informed decisions; and apply innovative solutions to make process and organizational improvements
  • Demonstrated ability to negotiate to find mutually acceptable solutions; to anticipate and meet the needs of our internal customers
  • Must be self-motivated, proactive, and results-oriented
  • Must possess familiarity with related technological developments and be able to integrate new technology to manage and improve program effectiveness
  • Committed to providing quality customer service

 

Agency Preferred Qualifications:   

  • Demonstrated capabilities to comprehensively evaluate current structures, established procedures, and trends to formulate options and recommendations to the Department’s executive leadership regarding transportation investments in operations and capital assets
  • Demonstrated professional experience coordinating with adjacent state and federal offices on policy and plan development, including projections of expenditures and revenues to create fiscally-responsible and realistic plans
  • Understanding of relevant state and federal transportation planning requirements, including State freight planning and the Statewide Transportation Plan (SWTP)
  • Demonstrated understanding of federal and state laws and regulations governing transportation planning processes
  • Demonstrated experience in recognizing opportunities to aid in the achievement of department goals and objectives; to adapt work methods in response to new information, changing conditions, or unexpected obstacles
  • Demonstrated competencies in building effective work teams and in training, planning, directing, and evaluating the work of staff
  • Possesses strong leadership and management skills with the knowledge and understanding of where the organization is headed and how to contribute to its success
  • Demonstrated experience with preparing and/or making presentations to staff, executive leadership and external audiences
  • Possesses an advanced degree (master’s degree or higher) in applicable fields such as business administration, public administration, public policy, economics, planning, or engineering and/or professional certification such as PE, AICP, or PMP

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
