JOB SUMMARY: Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.

PRIMARY DUTIES & RESPONSIBILITIES: Under broad supervision, acts as a liaison between the Governor’s Office of Planning and Budget (OPB) and the department in the development of the department’s Strategic Plan and annual progress report documents.  Conducts research, data collection, analysis, and evaluation and, based on findings, documents the developments, trends, and issues affecting the department, operational planning and other management support systems in the annual Strategic Plan.  Coordinates with divisions and offices in the development and update of the department’s annual progress report.  Proposes changes to the current department’s goals, objectives and strategies to the department’s Leadership team.  Actively leads and/or oversees the development and administration of the Department’s biennial Employee Survey from the project beginning to the end, ensuring timely delivery of all project milestones. Drafts presentations and presents the survey findings to leadership and management teams.  Works with various offices within the department to administer different internal and external customer feedback surveys and based on the feedback gathered, proposes implementable and measurable improvement initiatives. May facilitate focus groups following survey findings. Works with stakeholders across the Department to develop agency responses related to regulatory changes and legislative proposals. May provide consultation and recommendations for program activities.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

 

ENTRY QUALIFICATIONS:

  • Associate degree in business or related field from an accredited college or university AND Three (3) years of experience related to area of assignment; OR One (1) year of experience required at the lower-level Business Support Analyst 2 (GSP131).
  • Note: An equivalent combination of knowledge, education and job or intern , training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be a substituted experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted  year-over-year.

 AGENCY SPECIFIC QUALIFICATIONS:

  • Possession of a bachelor’s degree from accredited college or university
  • Advanced level knowledge of and experience applying techniques used in research and collection of data, interpreting and explaining reports, and organizing information in a presentable format.
  • Strong computer skills and experience with Microsoft Office (Outlook, Word, Excel, PowerPoint) and survey development/administration software.
  • Experience writing and reviewing detailed technical and operational reports.
  • Possesses strong problem-solving skills and the ability to reason through a variety of issues.
  • Possesses solid research skills with the ability to effectively perform future economic and demographic forecasts as well as SWOT analysis for the Department.
  • Ability to research and benchmark the Department’s Strategic Plan and employee survey with other State DOTs
  • Demonstrated experience in developing goals, objective and performance measures.
  • Demonstrated oral and written communications skills with the ability to effectively deliver presentations, messages and reports to various audiences.
  • Demonstrated experience working and delivering projects for executive staff.
  • Possesses strong technical writing skills.
  • Detail-oriented with demonstrated experience organizing work, setting priorities, and determining objectives and strategies to achieve them; monitoring and evaluating progress against goals.
  • Demonstrated experience identifying and analyzing problems; gathering, interpreting, and evaluating information to determine its accuracy and relevance; using sound judgment to generate and evaluate alternatives and recommend a solution.
  • Demonstrates a professional image and possesses excellent interpersonal skills.
  • Committed to providing quality customer service.

 

AGENCY PREFERRED QUALIFICATIONS:

  • Experience in process improvement
  • Experience documenting business processes
  • Experience designing/conducting surveys.
  • Experience reviewing/interpreting legislation, regulations, and/or policies.
  • Experience conducting focus groups.
  • Knowledge of the transportation industry
  • Demonstrated experience developing and providing instruction.
  • Demonstrated experience developing and giving oral presentations.
  • Actively involved in professional societies

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
