Office of Environmental Services - RCP140 - Env Transportation Spec 1, NEPA Associate
STATE PROFILE SUMMARY: Under supervision, provides entry level professional support in environmental services.
JOB RESPONSIBILITIES:
· Under close supervision as an entry level professional, learn the processes employed by the Department for National Environmental Policy Act (NEPA) and Georgia Environmental Policy Act (GEPA) compliance.
· Learn to perform as the overall project coordinator for environmental study of transportation construction projects of minimal to moderate difficulty.
· Learn to prepare and process correspondence, participate in project development meetings and public meetings, coordinate with offices within the Department and with other governmental agencies, prepare and review environmental documentation and handle related tasks as required.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree from an accredited college or university.
AGENCY SPECIFIC QUALIFICATIONS:
· Possession of a Bachelor's degree in Environmental, Planning, Engineering, Law, Science (Ecology, Biology, etc.), or Social Science (Anthropology, History, etc.).
· Experience conducting research (i.e. academic or work-related) that requires collaboration with others, the analysis of data/results, and compiling information into written format.
· Possesses competency in composing and preparing written information/materials, including technical reports that communicate facts, ideas, and messages in a succinct and organized manner and is appropriate for the intended audience.
· Ability to read and understand construction plans, maps, and/or aerial photographs.
· Ability to perform basic mathematical calculations.
· Possesses the ability to communicate and work effectively with internal and external staff in a
· professional, cooperative manner.
· Ability to adapt quickly to change including new policies and procedures.
· Ability to manage own time effectively while dealing effectively with multiple priorities.
· Ability to accurately recall instructional information; to accurately apply new knowledge and skills learned in work performed.
· Maintains a high standard of ethical conduct.
· Strong customer orientation.
· Excellent interpersonal and communication skills.
· Ability to travel statewide with occasional overnight stay.
· Ability to work after normal business hours, as needed.
AGENCY PREFERRED QUALIFICATIONS:
· Possesses basic knowledge of state and federal laws related to environmental compliance such as the National Environmental Policy Act (NEPA) and the Georgia Environmental Policy Act (GEPA).
· Possesses familiarity with Environmental studies.
· Possesses a basic understanding of transportation planning and/or engineering principles.
· Possesses strong analytical/problem solving skills. Is able to generate and evaluate alternatives and to recommend a sound solution that relies on new methods and procedures if necessary.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
