Office of Environmental Services RCP131 Env Transportation Analyst 2 , PG M Senior History Team Leader
JOB SUMMARY: Under general supervision, provides expert level professional support in environmental services. May serve as a lead worker.
POSITION SPECIFIC DUTIES: Under limited supervision as an expert level professional, perform the following duties:
· Supervise and review all environmental documentation prepared by a team of History specialists, assuring that all environmental studies are done in compliance with applicable environmental regulations and laws including the National Environmental Policy Act (NEPA), the Georgia Environmental Policy Act (GEPA), the National Historic Preservation Act (NHPA) and Section 4(f) of the USDOT Act.
· Acquire and manage resources as needed due to changing workloads.
· Review and monitor in-house and consultant history deliverables.
· Ensure that reports and documents are of a high quality and delivered in accordance with the project schedule and all associated policies and procedures.
· Prioritize and delegate work assignments to team associates and closely monitor their work performance.
· Prepare scopes of services for environmental contracts with consultants and participate in developing the contracts.
· Participate as co-chair on GPTQ History Sub-committee.
· Inform the team regarding requirements of the consultant contracts, project schedule, the Department’s program delivery goals, and monitor work progress as per baseline project schedule.
· Formulate strategies for processing projects and obtain environmental approvals to clear projects for construction by the approved project schedules.
· Prepare team for ROW, Let status, and Quarterly meeting reporting.
· Identify group/unit objectives and develop sound strategies to achieve them.
· Direct, monitor, and evaluate project and History Unit needs.
· Work in tandem with fellow History Team Leader to ensure continuity and consistency regarding Department policies and procedures within the Cultural Resources Section, History Unit, and History consultant community.
· Serve as a technical resource while representing the Department at meetings and hearings to provide other agencies or the public with information concerning resources within the Area of Potential Effect of proposed highway projects.
· Develop new insight into situations and develop new methods and procedures where established methods are inapplicable.
Additional duties include:
· Perform basic mathematical calculations.
· Read and understand plans, maps, and aerial photographs.
· Provide quality customer service to internal staff, agencies, consultants, and customers.

· Travel statewide with occasional overnight stay.
· Occasionally work after normal business hours, as needed.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
Bachelor's degree from an accredited college or university or university AND three (3) years of job-related experience;
OR
One (1) year of experience at the lower level Env Transportation Analyst 1 (RCP130) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
Master’s degree from an accredited college or university in Architectural History, Historic Architecture, Historic preservation, or a closely related field AND three years of related experience
OR
Master’s degree from an accredited college or university in Architectural History, Historic Architecture, Historic preservation, or a closely related field AND one year of experience at the lower level Env Transportation Analyst 1 (RCP130) or equivalent experience
AGENCY PREFERRED QUALIFICATIONS:
· Two or more years of experience in interpreting and applying best practices in the field of Historic Preservation, in interpreting and applying the National Environmental Policy Act (NEPA), the Georgia Environmental Policy Act (GEPA), the National Historic Preservation Act (NHPA) and Section 4(f) of the USDOT Act and applicable laws and regulations, and proficiency in preparing related environmental documentation.
· At least one year of experience with negotiating and preparing programmatic procedures or initiatives for environmental streamlining.
AGENCY PREFERRED COMPETENCIES
· Demonstrated experience serving as a technical lead and mentoring junior Department staff.
· Demonstrated experience working both within the Department (fellow subject matter experts, Project Managers, Designers, etc.) as well as externally with agencies and consultants to problem solve and find mutually acceptable solutions.
· Demonstrated experience in implementing effective strategies to carry projects from the planning phase through the pre-construction phase to construction phase.
· Demonstrated experience negotiating with regulatory and review agencies to determine the appropriate level of regulatory compliance.
· Demonstrated knowledge of the organization structure and function of the Department.
· Demonstrated knowledge of the Plan Development Process and its relationship to project schedules.
· Demonstrated experience conducting studies and preparing reports & documents as well as reviewing such documents in compliance with state & federal environmental laws.
· Demonstrated experience evaluating the impacts of each proposed project, showing an understanding and insight regarding project effects.
· Demonstrated experience evaluating resource significance showing a thorough understanding of the relative importance of various resources.
· Demonstrated experience in planning, administering, and monitoring expenditures for an office or project.
· Demonstrated competency in using basic computer applications such as word processing, spreadsheet, etc.
· Demonstrated experience in using Department specific software applications such as TPro, ArcGIS, ProjectWise, and Primavera P6.
