Job Summary: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.

Job Specific Duties: Under general supervision, develops Initial Engineer’s Estimates for various project types of moderate complexity ranging from bridge construction to corridor widenings. Serves as a technical expert to Districts and a liaison between District Construction Estimators and Engineering Services Lead and Chief Estimators. Assists other Engineering Services Estimators as needed. Conducts value analysis of plans and construction projects, recommends possible alternatives; performs engineering work in the preparation, development, and reviews of final plans to independently develop detailed Initial Engineer’s Estimates which are used to initiate construction funding authorization and subsequently for bid evaluation on construction projects let to contract by the Department of Transportation. Performs local or general cost checks to determine prevailing material and/or labor prices and market research with suppliers in their assigned District for bid item material availability and cost trends. Makes site inspections of active construction projects to assess current construction practices and production rates used to revise their own and office wide estimating tools and practices. This position is assigned to the General Office in Atlanta but may reside in the General Office, a District Office, or Area Office.         

ENTRY QUALIFICATIONS: 

·         Bachelor's degree in a related field and one (1) year of job-related experience; or an Associate degree in a related field from an accredited college or university and two (2) years of job-related experience; or one (1) year of experience at position equivalent.

AGENCY SPECIFIC QUALIFICATIONS: 

  • Work experience developing elements of construction cost estimates for projects.
  • General working knowledge of construction practices and methods.
  • Experience reading and interpreting plans, contracts and other technical documents.
  • Demonstrated ability to visualize the progression of work leading to a completed project based upon project plans and description of work; identifies and analyzes problems.
  • Committed to providing quality customer service.
  • Possesses the physical ability to travel by car several hours daily to visit construction projects and to maneuver over irregular terrain and surfaces in order to inspect projects.
  • Communicates effectively in written form, including internal correspondence and reports.
  • Uses provided computer applications to work more efficiently; efficiently learns and applies new knowledge on the job.
  • Displays high standards of ethical conduct and shows respect and courtesy to others and interacts well with people from varied backgrounds and situations.
  • Excellent interpersonal skills with demonstrated ability to express ideas and facts orally to individuals and groups effectively.

AGENCY PREFERRED QUALIFICATIONS          

  • Two or more years of experience developing complete detailed construction cost estimates for projects let to contract.
  • Demonstrated experience to calculate mobilization, equipment and labor costs.
  • Demonstrated experience to determine material sources and costs as delivered to the project and solve other practical mathematical problems in the calculation and review of cost estimates.
  • Demonstrated experience to convert costs such as equipment costs, mobilization costs, labor and production rates into unit costs used in the development of a cost estimate for a complete complex project.
