Office of EEO - Complnc Specialist 2 - RCP061 -PG-L - Contract Compliance Officer
Job Summary:
Under general supervision may plan, organize or coordinate the activities of an assigned program. Reviews, monitors and ensures compliance with assigned program area’s policies and procedures.
Primary Duties & Responsibilities:
· Monitors various programs and activities withing the Department to ensure compliance with State and Federal EEO laws and guidelines.
· Manage the On-the-Job Training Program.
· Enforces Federal labor standards outlined in the Department’s External Contractor Compliance Program.
· Conduct Contract Compliance reviews to verify compliance with 23 CFR 230.
· Conduct DBE “Good Faith Effort” analysis of federally funded Contracts.
· Develops and conducts training workshops regarding EEO Contract requirements and obligations.
· Develops and documents written policies and procedures relative to contract compliance matters.
· Troubleshoots and provides solutions regarding contract compliance matters.
· Communicate regularly with Middle Management from various offices.
· Complete data entry on closed projects, and as may be otherwise needed.
· Investigate Contractor complaints related to EEO Program Areas.
· Conducts special projects as deemed necessary.
· Other duties as assigned.
Entry Qualifications:
· High School Diploma / GED and three (3) years of job–related experience; or two (2) years of experience required at the lower-level Complnc Specialist 1 (RCP060) or position equivalent.
· NOTE: Some positions may require a certification or licensure.
· NOTE: Some positions may require a valid driver’s license.
Preferred Qualifications:
· Four (4) years of experience interpreting, applying, and monitoring Equal Employment Opportunity Laws and Policies in administering contract specifications.
· Four (4) years of experience inspecting and/or enforcing State and Federal laws and guidelines governing Equal Employment Opportunity, Affirmative Action, and DBE program requirements.
· Demonstrated competency to read EEO manuals, Policies and Procedures
· Possess ability to read and understand complex financial data, such as personal and business tax documents, personal financial statements, stock, investment and insurance materials.
· Demonstrated ability to make sound and well-informed decisions and evaluate information to determine its accuracy and relevance while on a project.
· Demonstrated ability to organize owns work, set priorities, determines objectives and strategies to achieve desired end.
· Demonstrated ability to operate effectively in a fast-paced environment.
· Demonstrated ability to use a computer to work more efficiently and improve work processes; to be open to new changes and procedures.
· Demonstrated experience as a team player, trustworthy and able to work with others to achieve goals.
· Displays a high level of initiative, effort and commitment toward completing assignments in a timely manner.
· Displays a high standard of ethical conduct.
· Demonstrated ability to consistently deliver responses, reports and other requested data on time and within budget.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
