JOB SUMMARY: Under limited supervision, serves as a lead engineer performing engineering assignments. Provides engineering assistance developing project plans, designs, and other related documents, cost estimates and other engineering technical reports for transportation projects. Provides training, support and knowledge sharing to other engineers.

 

JOB SPECIFIC DUTIES:  This position will serve within the Water Resources Group of the Office of Design Policy and Support and may be asked to assist other policy groups as the need arises.  This position will be responsible for performing a wide range of services related to post-construction water quality (e.g., MS4), erosion and sediment control, roadway drainage systems, and pond routing. This includes support of project delivery and overall compliance with federal and state regulations/permits.  Responsibilities may also include providing instruction, reviewing current research and national practices, and serving as an SME in support of engineering studies and design.  

Specific responsibilities may include: 

  • Provides on-call SME support for projects, existing drainage problems, and legal cases.   This includes the preparation of plans and studies where needed.
  • Performs and manages review of plans and studies relating to roadway drainage systems, post-construction stormwater controls, erosion controls, and stream restoration.
  • Updates GDOT water resources design policy and construction standards/details where needed. 
  • Provides training related to erosion and sediment control, roadway drainage, and MS4.
  • Maintains an up-to-date knowledge of national and state-level best practices and research.  This includes attending training and conferences as appropriate.
  • Under guidance of a senior engineer, responds to complaints and requests from GDOT Legal Office and the Georgia Office of the Attorney General relating to roadway hydraulics or water resources. 

 

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.

 

STATE ENTRY QUALIFICATIONS:

·       Bachelor's degree in engineering from an A.B.E.T. accredited program OR equivalent degree in a related field and a  Professional Engineering (PE) License issued by the State of Georgia and two (2) years of job related experience OR  Professional Engineering (PE) License with two (2) years of job related experience.

 

AGENCY SPECIFIC QUALIFICATIONS:  

·       Three (3) or more years of related experience in highway/transportation engineering.

·       Advanced level knowledge of project design.

·       Demonstrated knowledge of engineering standards and guidelines.

·       Possesses a knowledge of the Department’s programs and plan development processes.

·       Demonstrated experience analyzing and formulating solutions to complex design problems and recommending the best solution.

·       Demonstrated ability to conform to shifting priorities, demands, and timelines in a manner that achieves project objectives and schedules.   

·       Demonstrated experience preparing clear, organized, and technically sound written reports. 

·       Demonstrated experience implementing Quality Controls and performing Quality Assurance checks for engineering reports and plans.

·       Possesses strong oral communication skills with the ability to express ideas and facts to groups and individuals.

·       Displays a high level of professional conduct, responsible leadership, and embodies a high standard of integrity and ethical conduct.   

 

PREFERRED QUALIFICATIONS:

·       Five (5) or more years of related experience in highway/transportation engineering.

·       Advanced level knowledge of engineering standards and guidelines.

·       Demonstrated experience working independently of direct supervision to complete design work and other assignments.

·       Possessed ability to identify and solve problems and opportunities for innovative solutions that manage and improve design team effectiveness.

·       Demonstrated ability to train engineers, project managers and other disciplines for implementation of new design practices.

·       Demonstrated leadership skills, with experience motivating and guides others toward accomplishing project goals.

·       Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
