Office of Design Policy and Support - ETP123 - Civil Engineer 4 - PG:N
OB SUMMARY: Under broad supervision, performs engineering assignments in specialized areas.
JOB SPECIFIC DUTIES: This position will serve within the Engineering Software Standards Group, which is responsible for statewide support of CADD standards, all associated engineering software, hardware, and plotting.
Specific responsibilities may include:
· Serving as technology resource for the office and the Engineering Division as well as serving on committees and providing technical expertise.
· Assisting in developing, initiating and managing numerous engineering software projects including developing and maintaining project schedules.
· Ensuring all GDOT design policies, guidelines and standards are available for access through the web internally and externally.
· Maintaining knowledge of current technology trends and assisting in the review and evaluation of new technology for the Engineering Division.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in civil engineering or civil engineering and technology, engineering with a civil specialization, construction engineering or other engineering/engineering technology field of study with one (1) year of job related experience and EIT; or five (5) years of experience without and EIT.
Additionally, foreign degrees require a completed Equivalency Evaluation by NCEES along with an Official transcript.
AGENCY SPECIFIC QUALIFICATIONS:
· Three (3) or more years of related experience in highway/transportation engineering.
· Demonstrated experience using CADD and other design software.
· Advanced level knowledge of project design.
· Demonstrated knowledge of engineering standards and guidelines.
· Possesses a knowledge of the Department’s programs and plan development processes.
· Demonstrated experience analyzing and formulating solutions to complex design problems and recommending the best solution.
· Demonstrated ability to conform to shifting priorities, demands, and timelines in a manner that achieves project objectives and schedules.
· Demonstrated experience preparing clear, organized, and technically sound written reports.
· Demonstrated experience implementing Quality Controls and performing Quality Assurance checks for engineering reports and plans.
· Possesses strong oral communication skills with the ability to express ideas and facts to groups and individuals.
· Displays a high level of professional conduct and embodies a high standard of integrity and ethical conduct.
PREFERRED QUALIFICATIONS:
· Engineer-in-Training (EIT) License
· Five (5) or more years of related experience in highway/transportation engineering.
· Advanced level experience using or supporting CADD and other engineering software.
· Advanced level knowledge of engineering standards and guidelines.
· Demonstrated experience working with minimal supervision to complete design work and other assignments.
· Possesses ability to identify and solve problems and opportunities for innovative solutions that improve design team effectiveness.
· Demonstrated ability to train engineers, project managers and other disciplines for implementation of new design practices.
· Demonstrated ability to work successfully with other team members to meet project goals.
· Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
