JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
JOB SPECIFIC DUTIES: Under limited supervision at an advanced working level, in a schedule driven environment, serve as the point of contact and Subject Matter Expert for the preparation of minor to moderately complex projects in the Construction Work Program (CWP) for advertisement, letting and contract execution (e.g., resurfacing, passing lanes, bridge construction, widening, etc.). This includes building projects in AASHTOWare Project Preconstruction, exporting project data from CES, making funding determinations utilizing TPro, reviewing plans for project details and pay item discrepancies. Prepare digital proposals in accordance with plans, specifications, and applicable guidelines. Coordinate with appropriate Project Manager to reconcile corrections needed. Prepare digital contracts after Letting for contract execution. Review of Geotechnical Reports, Earthwork Files, Utility Adjustment Schedules and Miscellaneous Environmental and Utility files for completeness for advertisement on Bid Express. This position is responsible for the creation of all new pay item requests/modifications. Responsible for Letting downloads, Letting reports and Estimating Committee reports creation and distribution. This position will also be responsible for the development and management of two Letting Preparation Specialists. Responsible for Quality Assurance of all Advertisement, Letting and Contracts documents prepared by staff.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field AND Two years of related experience
· OR Associate's degree in a related field AND Three years of related experience
· OR One year of experience required at the lower-level Transportation Specialist 3 (TRP052) or position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· Demonstrated knowledge of and/or experience with construction, maintenance, and engineering related documents, to include construction proposals, contracts and proposal/contract elements such as project plans and specifications
· Demonstrated experience using computer applications, including Adobe Acrobat, TPro, GDOT 411, and the Microsoft Office Suite to create, develop, and communicate Letting information.
· Working knowledge of Geotechnical Reports, Earthwork Files, Utility Adjustment Schedules and Miscellaneous Environmental and Utility files for various projects
· Demonstrated experience with understanding the Letting Schedule for processing projects

AGENCY PREFERRED QUALIFICATIONS:
· Demonstrated experience in a transportation, construction or civil engineering related environment.
· Knowledge of the Department’s organizational structure, policies, and systems and how to operate effectively within them
· Demonstrated experience using AASHTOWare Project Preconstruction, AASHTO Transport CES, and Bid Express.
· Demonstrated ability to provide effective instruction, training and presentations to others.
· Demonstrated experience preparing PS&E packages for Projects of Division Interest (PODI)

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of issuance). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
