JOB SPECIFIC DUTIES: Under minimal direction, will primarily be responsible for managing a team of auditors that perform evaluations, reviews, and audits of third-party consultant contracts and Utility/Railroad agreements. This duties will include, but may not be limited to: (a) Providing technical guidance and training to auditors and staff, (b) monitoring audit progress and reviews/signs off on work papers, (c) planning and directing all aspects of assigned audit including: budgeting, scheduling preliminary audit surveys, fieldwork, audit program and report writing, and presentation of results and recommendations for engagements as applicable, (c) utilizing multiple and complex audit methodologies to ensure that audit and advisory reports are issued in accordance with Generally Accepted Government Auditing Standards and Office of Audit policies and procedures, (d) assisting in providing CPE qualified training in their area of expertise, (e) coordinating with and reviewing of outsourced audit and advisory services vendors, (f) conducting evaluation, sourcing, and implementation of specialty audit applications, and (g) participating with continuous improvement initiative task forces and projects as required. Duties also included assisting with administrative functions to assist the Office Head in carrying out the mission of the Office of Audits. May also participate on a Peer Review Team.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor’s degree in accounting and three (3) years of professional accounting job-related experience, which includes one (1) year in supervisory role, or
· Two (2) years of experience at lower level Accountant Spv (FIP024) or equivalent
AGENCY MINIMUM QUALIFICATIONS:
· Completion of a bachelor's degree from an accredited college or university in business administration, accounting, finance, or a closely related field AND three years of professional level audit experience
· Experience as an auditor-in-charge, project manager, or audit leader.
· Experience developing and executing audit programs.
· Experience researching and applying generally accepted accounting principles (GAAP), federal and state laws and applicable regulations during the course of an audit.
· Possesses excellent written and oral communication skills with the ability to effectively express ideas and facts to groups and individuals.
· Possesses strong analytical and problem solving skills.
· Demonstrated experience making sound and well-informed decisions.
· Self-motivated and results oriented.
· Interacts effectively with all management levels within the organization. Pays strong attention to detail.
· Committed to providing quality customer service.
AGENCY PREFERRED QUALIFICATIONS:
· Possession of a CPA, CIA, CFE, or other pertinent certification.
· Working knowledge of Federal Acquisition Regulations related to construction and architectural engineering contracts and contract cost principles and procedures.
· Working knowledge of Federal and State fund source structure.
· Strong understanding of applicable federal and state laws and regulations governing program audits.
· Strong understanding of generally accepted government auditing standards (GAGAS).
· Strong working knowledge of PeopleSoft financials.
· Experience in management of financial, compliance, and contracts audits performed in accordance with generally accepted government auditing standards (GAGAS).
· Demonstrated experience performing financial, compliance, performance, and/or contract audits in accordance with generally accepted government auditing standards (GAGAS).
· Demonstrated experience innovatively adapting work methods in response to new information, changing conditions, or unexpected obstacles.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
