Mgr 2, Transport Specialist, Transit Planning Manager
JOB SUMMARY: Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as assistant office head to professionals providing professional support in one or more areas listed.
JOB SPECIFIC DUTIES: Under supervision of the Transit Program Manager, provides supervision to multiple transportation specialists and professional support in transit planning activities assigned to Transit Program within the Division of Intermodal. The Transit Planning Manager plays a key role in carrying out the mission of the GDOT Transit Program to support the planning of transit systems at the statewide level and to support the transit activities carried out by metropolitan planning organizations (MPOs), regional commissions (RCs), and local jurisdictions, as appropriate. This position oversees the interface between the GDOT Transit Program and planning agencies across Georgia. This position may also be involved in public and stakeholder outreach activities and providing information to state, regional, and local decision-makers and the public on public transit issues and opportunities in Georgia. This position is responsible for supervising multiple transit professionals both in the GDOT General Office and for providing technical support to other GDOT Transit personnel based in other offices, as needed. Transit Program Manager, performs work at the advanced working level and supervises other professionals (both in-house staff and contractors) engaged in the planning and programming of grant activities associated with the Department’s Federal Transit Administration (FTA) programs. These programs currently include assistance to carry out statewide, metropolitan, and urbanized area planning activities (through FTA Section 5303 and 5304 funding to metropolitan planning organizations (MPOs) and regional commissions (RCs)). This position serves in a key role in the development of statewide transit plans. The following job-specific duties apply to this position include:
- Oversight of day-to-day work activities associated with transit planning projects, including scheduling, budgeting, mentoring and training entry-level staff, and customer interaction.
· Oversees documentation and reporting of Transit planning activities, including the execution of activities related to the transit portion of the Department’s Statewide Transportation Improvement Program (STIP) and the programming of transit projects in GDOT’s TPro or other agency-wide programming tools.
· Oversees preparation of progress reports and completion of reporting to FTA using their electronic grant management system (TrAMS), and other methods.
· Oversees management of transit planning and analysis activities, including data collection, data analysis, technical writing, and preparation of deliverables including maps, reports, and presentations.
- Oversees the development of recommendations for transit systems including the review and evaluation of subrecipient funding requests, route and network restructuring, changes in operating practices, implementing new transit products, or managing transit performance.
- Serves as a technical resource person for GDOT leadership, GDOT subrecipients, and others, as appropriate.
- Supervises transit planning team members in carrying out GDOT organizational policies and applicable federal and state laws;
- Ensures that applicable FTA and state transit planning regulations are correctly implemented and that subrecipients are in compliance with all applicable federal and state regulations
- Management and oversight of transportation and/or transit consultants, other private sector contractors, or education institutions conducting planning work for the Transit Program;
- Coordination with Federal Transit Administration (FTA), metropolitan planning organizations, regional commissions, other state agencies, and others to carry out state wide transit program delivery responsibilities assigned to the GDOT Transit Program;
- Presentation of information to state, regional, and local agencies, elected officials, community leaders, and the public on matters related to public transit;
- Coordination with other GDOT offices and divisions, other state agencies, FTA, and local government jurisdictions, as appropriate.
- Analysis and recommendations on issues requiring collaboration related to GDOT transit projects and negotiates solutions to major issues involving policy and effectively leading and influencing internal and external decision makers and stakeholders.
- Analysis of problems, identification of alternative solutions; identification of the consequences of proposed actions; implementation of recommendations in support of the GDOT Transit Program and agency goals and ensures the support and involvement of the other affected organizations;
- Planning and execution of meetings with subrecipient and affected stakeholders and gives presentations in a wide variety of public settings, including city council and county commission meetings, GDOT board and committee meetings, planning agency meetings, and public meetings.
- Participation as a contributing member in GDOT-wide initiatives and represents the interests of the Transit Program and Intermodal Division and represents project issues to the departments/divisions and senior GDOT leaders, as requested.
- Development, monitoring, and oversight of the budget for assigned contracts;
- Provision of leadership and direction to the GDOT Transit planning team in relation to their individual project scopes and schedules.

MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
· Associates degree and managerial or supervisory role; or one (1) year at the lower level Mgr 1, Transport Specialist (TRM030) or position equivalent.
AGENCY-SPECIFIC QUALIFICATIONS:
· Completion of an undergraduate degree in urban or rural transportation planning, public policy, public administration, business administration, management, finance, or other closely related field.
· Demonstrated professional-level work experience in transit system planning and operations, transportation project management, or similar transportation-related activities.
· Demonstrated experience in the supervision of personnel engaged in transit activities, including in-house and contractor personnel.
· Demonstrated ability to serve as Project Manager or Assistant Project Manager in statewide transit planning efforts.
· Demonstrated ability to initiate, guide, monitor, and assess the planning, programming, and program management activities carried out in this group, including interactions and effective collaboration with subrecipient organizations.
· Demonstrated knowledge of FTA programs, processes, and regulations.
· Demonstrated familiarity with State procurement processes, including preparation of request for proposal (RFP) documents, evaluation of proposals, and recommendations on procurement actions.
· Demonstrated ability to work independently using analytical skills, initiative, and good judgment.
· Demonstrated ability to use word processing, spreadsheet, and presentation software.
· Demonstrated experience collecting and analyzing data and composing transit-related reports, presenting draft documents, coordinating public and stakeholder input, and finalizing documents for approval by the Division of Intermodal.
· Demonstrated experience understanding, interpreting and applying written federal and state guidance documents to work activities, such as federal and state regulations.
· Demonstrated capabilities in performing and overseeing complex technical and administrative work related to transit planning, programming, and program management and compliance activities.
· Possesses high ethical standards, work ethic, professional image and respect, customer service skills, time management skills, tact, and diplomacy.

PREFERRED QUALIFICATIONS:
· Completion of a Master’s Degree in urban or rural transportation planning, civil engineering, public policy, public administration, business administration, management, finance, or other closely related field.
· Demonstrated professional experience managing transit planning work activities of in-house staff and contractors working on planning assignments
· Demonstrated ability to serve as Project Manager in statewide transit planning efforts
· Demonstrated understanding of statewide, metropolitan, regional, and local planning processes as they pertain to transit system development and implementation
· Demonstrated working knowledge of the planning, development, and implementation of major infrastructure programs, including transit, in compliance with federal and/or state laws and rules
· Demonstrated experience and knowledge of Federal Transit Administration programs.
· Demonstrates experience in written and oral communications, including presenting complex, technical information to non-technical audiences
· Demonstrated experience in the development and/or review of technical transit analyses, studies, and/or plans at various geographic scales (i.e. statewide, urban, rural, etc.) and/or reviewing planning documents developed by others.
· Demonstrated experience in contract management, including acquiring consultant and/or contractor proposals, reviewing proposals, completing an independent cost estimate, completing contracting activities; and carrying out on-going contract management activities through the life of the contract
· Possesses knowledge of the relationships used among federal, state and local governments related to the planning and development of transit systems in Georgia
· Possesses experience in preparing procurement documents and carrying out appropriate related activities (i.e. review of Requests for Proposals and Bids, preparing independent cost estimates, etc.)
· Possesses experience independently planning and developing public transit systems;
· Possesses the ability to respond positively to changing regulatory environment and leading change within his/her area of responsibility.
· Possesses knowledge of the goals of GDOT, its Division of Intermodal, and the Transit Program and how to make positive contributions.
· Possesses ability to make sound, data-driven, well informed decisions and implement them within his/her area of responsibility.
· Possesses ability to use GDOT-provided technology to ensure that work within his/her group is done with efficiency.
