Manager 2, Information Technology
Duties and Responsibilities:
The Georgia Department of Driver Services, Innovation and Technology Division, is seeking qualified applicants for the position of Manager, Information Technology. Under limited supervision, this position's duties and responsibilities include but are not limited to the following:
• Manages day-to-day testing for DDS systems. Supervises staff members involved in project management, project support, and testing. Coordinates project management and testing activities with other DDS units and appropriate vendor support personnel.
• Directs and coordinates the development of requirements and other project related documents for the implementation of web application solutions for the agency. Reviews business requirements, functional requirements and technical designs for accuracy and completeness. Coordinates project management and testing activities with both internal and external teams. Monitors project management activities, testing and implementations. Directs and coordinates project management and testing activities for multi-platform teams and with external support personnel.
• Evaluates new technology for possible impact and application to business solutions.
• Participate in agency teams for the development of business and functional requirements for new business solutions. Makes recommendations for project management approach and staffing.
• Interviews, hires, directs, trains, and evaluates the performance of, and when necessary, disciplines and discharges assigned employees. Manages human resources and directs administrative activities for assigned employees including timecard approval for employees and contractors. Develops, completes, and approves performance plans and evaluations. Sets performance goals and expectations for employees and contractors. Monitors performance and hours for budget purposes.
• Monitors, evaluates, and assesses the system development lifecycle processes and procedures of information systems operation to improve efficiency and ensure quality.
• Develops testing methodology for processes and procedures for IT development, project management and testing. Develops traceability matrices for requirements and testing.
• Keeps up-to-date on technology trends by participating in conferences, conferring with vendors, and
Competencies Needed:
• Demonstrated ability to lead project management and testing activities
• Ability to act as a liaison between different operational units
• Ability to monitor and oversee the quality of project and testing deliverables
• Ability to prioritize and direct the work of others
• Ability to implement projects and manage testing
• Ability to evaluate processes for quality and effectiveness
• Ability to evaluate new technology for compatibility with current system, processes and procedures
• Ability to develop project work plans and test plans
Minimum Qualifications:
• Associate degree in a related field from an accredited college or university AND three (3) years in a managerial or supervisory role;
OR
• Five (5) years in a managerial or supervisory role; with experience directly related to managing an IT testing, analysis, or development group.
OR
• One (1) year of experience at the lower level Mgr, Information Technology (ITM020) or position equivalent.
Preferred Qualifications: Preference will be given to those applicants who, in addition to meeting the minimum qualifications, also possess 3 or more of the following:
• Master’s degree in a related field of management or Information Technology
• Project Management Institute PMP Certification
• In-depth knowledge of DDS operations, policies, and systems
• In-depth knowledge of O.C.G.A. laws governing DDS operations
• Two (2) years project management experience in application development environment
