The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their fulltime Manager, Learning & Development in the Office of Human Resources. The Manager of Learning & Development plays a central role in advancing the Technical College System of Georgia’s commitment to building a skilled, engaged, and future-ready workforce. This position leads the coordination of system-wide professional development efforts that strengthen both the functional and technical capabilities of employees across all colleges and divisions. The role is responsible for ensuring that professional development programs are strategically aligned with TCSG’s mission, vision, and strategic goals and requires a balance of strategic planning and hands-on execution: conducting needs assessments, coordinating delivery logistics, and measuring learning outcomes to ensure continuous improvement. This position also serves as a key liaison between the System Office and college-level HR, academic, and operational leaders, ensuring consistency in learning standards and equitable access to development opportunities across the system.
RESPONSIBILITIES
· Coordinates the design, delivery, and evaluation of professional development initiatives across the TCSG system.
· Collaborates with subject matter experts, division leaders, and college representatives to identify learning needs and establish annual development priorities.
· Ensures standards are met for end-to-end learning and development processes, including needs assessment, curriculum design, implementation, and evaluation.
· Monitors training participation, learning outcomes, and program effectiveness; prepares reports and recommendations for improvement.
· Assists with the development and maintenance learning management systems, digital platforms, and resource libraries that support professional development activities.
· Coordinates the delivery of functional and/or technical training sessions, workshops, and conferences.
· Designs and facilitates in-person or virtual training programs as required to address identified needs.
· Provides consultation to colleges and divisions on professional development best practices, instructional design, and adult learning methodologies.
· Supports the integration of TCSG’s professional development initiatives with related system goals, including succession planning, leadership development, and workforce readiness.
· Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in a related field *and* five (5) years of experience in professional development, instructional design, training coordination, or related field.
PREFERRED QUALIFICATIONS
· Master’s Degree in Business Administration, Human Resources, Education, or Organizational Leadership
· Experience implementing system-wide or enterprise learning initiatives.
· Familiarity with learning management systems (LMS), digital learning platforms, and data-driven evaluation of learning outcomes.
· Strong project management, communication, and stakeholder engagement skills.
· Experience within a public sector, higher education, or statewide system environment.
