The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Enterprise IT Governance Strategist is responsible for defining, implementing, and continuously improving IT governance frameworks that align technology strategy with business objectives, risk management, and regulatory requirements. This role partners with business and IT leadership to establish policies, standards, and decision-making processes that enable effective portfolio oversight, architectural consistency, and accountable technology investments.
The IT Governance Strategist supports enterprise initiatives by balancing agility with appropriate controls, strengthening transparency and prioritization, and ensuring IT governance enables transformation while mitigating operational, security, and compliance risks.
KEY RESPONSIBILITIES:
Enterprise IT Governance and Strategy
· Lead the development of the Enterprise IT Roadmap, Enterprise IT Strategic Plan, GTA Strategic Plan, and OPB Budgetary Plan.
· Support the development and implementation of enterprise IT governance frameworks, including the full PSG lifecycle (ideation, creation, approval).
· Ensure governance practices align with business strategy, enterprise risk management, and regulatory requirements.
· Monitor and evaluate governance effectiveness, recommending improvements to support evolving business and technology needs.
· Serve as a member of the Exemption Advisory Committee, supporting subject matter expert reviews of agency Requests for Exemption from enterprise Policies or Standards.
· Provide strategic content, data, and analysis in support of the development of the Enterprise Annual IT Report.
· Collect, maintains, and analyzes (STARR) enterprise application, data, and artificial intelligence inventories to ensure compliance with enterprise IT governance requirements and alignment with strategic priorities.
Strategic & Portfolio Alignment
· Collaborate with business and IT leadership to ensure technology initiatives align with enterprise policies, governance frameworks, and strategic priorities.
· Support IT portfolio governance, including initiative intake, prioritization, investment review, and benefits realization.
· Provide visibility into governance risks, dependencies, trade-offs, and enterprise impacts to enable informed, enterprise-level decision-making.
Risk, Compliance & Control
- Collaborate with security, risk, compliance, audit, and legal teams to ensure IT governance supports regulatory, contractual, and enterprise requirements.
- Evaluate IT governance frameworks, policies, and controls to identify gaps and leads remediation planning and implementation efforts.
- Facilitate internal and external audit activities by delivering documentation, evidence, and oversight of IT governance processes.
Stakeholder Engagement & Executive Document Creation
· Serve as a trusted advisor to enterprise executives, business leaders, and IT leadership.
· Facilitate governance forums, steering committees, and executive reviews.
· Communicate governance expectations clearly and enable teams to navigate processes efficiently.
· Manage the preparation and delivery of executive documents, publications, and surveys.
· Produce data visualizations of trends, metrics, and outcomes for statewide initiatives to support enterprise publications and inform decision-making.
Continuous Improvement & Transformation
· Drive continuous improvement and transformation of enterprise IT governance practices by evaluating effectiveness, incorporating best practices, and adapting to evolving business, technology, and risk environments.
· Analyze STARR business data and technology innovations to produce strategic reports and recommendations for executive decision-making.
· Leverage data analysis to drive strategic IT planning, providing actionable insights and recommendations that shape enterprise technology direction and investment priorities.
· Evolve enterprise IT governance models to balance speed, innovation, and control.
· Leverage metrics, KPIs, and insights to enhance governance maturity, outcomes, and enterprise decision-making.
· Support and monitor enterprise transformation initiatives, including cloud, modernization, AI, and strategic technology efforts, ensuring alignment with business objectives and governance standards.
· Facilitate conferences, councils, and workgroups to support executive leadership in promoting strategic technology and business initiatives.
· Provide presentations and guidance to senior management on technology trends, innovations, and relevant governance topics.
· Design studies and implement data collection and analysis techniques to advance strategic and operational objectives.
· Design and implement processes to guide execution of accepted recommendations and respond to technology-related inquiries.
· Perform all other duties as assigned.
Core Competencies:

· Knowledge of IT service delivery concepts and technologies, with the ability to communicate issues, develop alternatives, and make informed recommendations.
· Understanding of IT governance, maturity, and process frameworks (e.g., NIST, ITIL, COBIT, CMMI, PMBOK).
· Ability to prioritize and execute tasks effectively in a high-pressure environment.
· Knowledge of the policy administration life cycle and the relationships among policies, standards, and guidelines to support governance objectives.
· Knowledge of processes, methodologies, and tools, including automation, to support policy administration.
· Experience in strategic IT planning, including IT strategy development and implementation.
· Knowledge of enterprise IT governance processes, with the ability to develop PSGs that define, document, and communicate governance requirements.
· Ability to foster collaboration and lead initiatives driving organizational change and continuous improvement in a matrixed environment.
· Excellent written and verbal communication skills, with the ability to engage and influence senior executives.
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
· Bachelor’s degree in IT, Computer Science, Information Systems, Business Administration, or a related field, or equivalent experience AND Eight (8) years of progressively responsible experience in IT governance, enterprise IT management, strategic planning, or compliance in a regulated environment
OR Twelve (12) years of strategic planning, strategic management, and/or business operation which includes experience in analysis/planning, development and implementation of strategic, tactical or operational plans.
WITH:
· Experience developing and maintaining IT governance frameworks, policies, standards, and guidelines.
· Knowledge of IT governance frameworks (e.g., NIST, ITIL, COBIT, PMBOK) and regulatory compliance.
· Experience collaborating with executive leadership and cross-functional stakeholders.
· Strong analytical, problem-solving, and communication skills.

Preferred Qualifications: (Preference will be given to candidates who, demonstrate some or all of the following skills/experience):
· Master’s degree in Computer Science, Management Information Systems, Business Administration, Industrial Engineering, Project Management or a related field.
· Twelve (12) years of experience in Information Technology with eight (8) years’ experience policy administration and/or business process review or creation, business operation, public administration which includes experience with governance and management frameworks such as COBIT, ITIL, TOGAF, NIST, ISO, or similar.
· Eight (8) years’ experience in a governance/oversight, advisory or assurance role in an information technology-based organization.

Office Location: 47 Trinity Ave, Atlanta GA
Worker Type: Hybrid – (in-office: 2-3 days per week)
Target Hiring Salary Range: $77,100–$97,200
*Current Georgia state government employees will be subject to SPB rule provisions.
