Atlanta - Region Transit Link Authority

Under limited supervision of the Director of Administration & Ethics Officer, strategically directs the information technology (IT) planning, resources, and operations to ensure goals and objectives are achieved in a safe, compliant, and efficient manner for the Atlanta-region Transit Link Authority (ATL).  Performs IT product and service management and support duties in a broad range of technology areas. Plans, designs, and reviews the Authority’s system, telecommunication, and network architecture either directly or using staff and/or contractors as applicable. Directs the Authority's information security program.

 

Responsibilities include contributing to IT strategic planning, managing continuous quality improvements, maximizing the Authority’s investments in IT, driving cost avoidance where appropriate, supporting business applications and systems including technical infrastructure environments and networks, interacting, and working with and supporting internal and external customers. Provides direction and instruction to staff and empowers them to effectively accomplish their responsibilities. Participates in the strategic planning and budget preparation efforts of the Authority in general.

 

Oversees critical IT system and network initiatives as part of the Authority’s business continuity and disaster recovery efforts. Manages the documentation of business requirements and determines technical solutions. Acts as Subject Matter Expert (SME) and Business Owner for IT-related areas. Participates directly in the Authority’s Authorities’ projects with significant IT components or needs.

Job Responsibilities and Performance Standards:

  •  Proficiency in establishing an organizational IT services framework, IT planning, and IT security policies.
  • Effectively manages the day-to-day IT operations in an environment that requires high- availability operational systems and applications for revenue-generating business lines and 24/7/365 operational facilities that are physically disbursed throughout the Metro-Atlanta area (and in the future, possibly statewide).
  • Proficient enterprise budget management skills.
  • Proficient IT project management skills and oversight responsibilities. 
  • Proficiency at establishing and managing strategic service provider relationships, including cloud-based, third-party hosted data, systems, and application services, as well as enterprise licensing agreements.
  •  Ability to provide hands-on management and/or guidance related to troubleshooting and/or solving IT issues. Specifically, networking, applications support, and service desk. 
  • Maintains knowledge of current trends, protocols, and developments relative to the scope of responsibilities.
  •  Manages the Authority’s Information Security responsibilities/functions, policies, and work, including certain aspects of access control/physical security.
  •  Ability to manage or supervise others performing IT-related work.
  •  Performs other duties as assigned by Management.

Minimum Qualifications:

Completion of an associate or bachelor’s degree from an accredited college, university, or technical school in an information technology, computer science, or other related field and three (3) to five (5) years (or more) of progressively relevant experience, inclusive of working with others (i.e., staff or contractors) in support of various IT functions.  Experience in project management is required. A combination of related work experience, education, or training as applicable may be considered on a year-by-year basis. A proven track record in the hands-on management and/or guidance of multiple enterprise-wide technology systems in a high availability operational environment, including information security and business continuity/disaster recovery of such systems. Functionally knowledgeable in current and future trends in IT solutions, with the ability to integrate new and leading-edge technology solutions to manage current and future business needs. Experience with the design, management, and operation of network topologies that consist of multiple physical sites and facilities, including critical cloud-based applications and systems. Must have strong leadership skills; must have experience with running and participating in a defined change control procedure environment. Must have experience with managing networks with virtualized machines. Must have experience managing service providers who host critical systems and applications that interact with the Authorities’ network environment.  Excellent interpersonal, communication, and problem-solving skills are essential.

Preferred Qualifications:

Certifications in computing technology, networking, virtualization, and security.  Prior work in the public sector, particularly in state government in Georgia. Cisco certification. Hands-on experience in the transit or transportation industry is a plus.

Associate degree in a related field from an accredited college or university and three (3) years in a managerial or supervisory role; or five (5) years in a managerial or supervisory role; or one (1) year of experience at the lower level Mgr, Information Technology (ITM020) or position equivalent.
