Job Responsibilities

 

Job Description

DPH is seeking a highly qualified candidate for the position of Interoperability Specialist, Sr within the Office of Public Health Informatics (OPHI).  This position will develop system modifications and specifications, establish and test interfaces, interface administration and maintaining interoperability solutions as it pertains to the connectivity of data for DPH internal and external stakeholders.

Primary Duties & Responsibilities:

Under broad supervision of the OPHI Deputy Director, the Interoperability Analyst will:

  • Design, test, and deploy interface solutions using HL7 (v2.x, CDA, FHIR) and other standard messaging formats and for DPH integration engines and/or middleware 
  • Develop system modifications and specifications, establishing and testing interfaces, interface administration and support interoperability solutions as it pertains to the connectivity of data for DPH internal and external stakeholders.  This includes, but is not limited to, collaborating and coordinating with OIT on troubleshooting of interoperability issues
  • Conduct day-to-day interoperability activities to include coding, design/analysis, implementation, and support of DPH initiatives that require interoperability support
  • Develop and deliver functional/system specifications and be familiar with user-training documents 
  • Provide technical support of database applications and data messaging processes troubleshooting critical systems to maintain an operational status in support of the goals throughout the public health enterprise

 

Minimum Qualifications

 

  • Completion of an undergraduate degree in Computer Science, MIS, engineering, business administration or related field from an accredited college or university AND:
    • 6+ years of experience,
      1. Demonstrating expertise in overseeing technology systems and projects
      2. Developing integration interfaces across various platforms by defining systems specifications, input/output processes and hardware and/or software compatibility
      3. Coding and translation standards needed to exchange health information across various systems, as well as transfer of clinical data between multiple applications in various environments and platforms
      4. Configuration and operation of integration engines
    • Experience in business analysis and enterprise architecture approaches for implementing informatics solutions
    • Strong knowledge of public health reporting systems (e.g., ELR, immunization registries, syndromic surveillance, electronic case reporting).
    • Mid to advance level knowledge of terminology of Logical Observation Identifiers Names and Codes (LOINC) and Systematized Nomenclature of Medicine – Clinical Terms (SNOMED CT) to enable exchange of health information across different systems
    • Developing experience of Use Cases for implementation of Applications
    • Must possess excellent writing, technical, analytical, problem solving, conceptualizing, project management, and research skills
    • Detailed-oriented and highly organized 


 

Preferred Qualifications:

  • Ad-hoc reporting by means of utilizing SQL
  • HL7 messaging based data exchange
  • Strong knowledge and experience with business intelligence software
  • Excellent debugging skills
  • Excellent team skills and capabilities
