TRM032, Human Resources Assistant Office Head – Pay grade: R
Job Salary: $130,000
Job Specific Duties: Serves as an Assistant Office Head in Human Resources. This position plans, organizes, and provides direction and oversight for the human resources activities including: Classification and Compensation, HR Metrics, Employee Relations, Statewide Safety, Recruitment, Policy Development and Compliance. This position manages staff, creates and maintains a professional and high-performance environment. This position continuously monitors and evaluates the efficiency and effectiveness of HR operations and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; and directs the implementation of change. The position also directs research efforts to refine existing HR business practices or to develop new initiatives in the areas of workforce planning, strategic staffing, competency assessment, and total compensation analyses. Responsibilities include participation in Workforce Planning and Strategic Development for the agency, monitoring changes in laws, regulations, and technology that may affect department operations; and developing policy and procedural changes as required. May represent the department on various internal and external HR committees; coordinates and/or participates in various department events. This is a hybrid position, and the performance of these responsibilities may require frequent in-office presence.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Associate degree in a related field managerial or supervisory role;
OR one (1) year at the lower level Mgr 2, Transport Specialist (TRM031) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Demonstrates excellent leadership skills with demonstrated experience building effective work teams; motivating and guiding others toward accomplishment of the HR office/department goals
· Demonstrated professional experience supervising HR functions such as: Classification and Compensation, HR Metrics, Employee Relations, Statewide Safety, Recruitment, Policy Development and Compliance
· Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives; setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness
· Possess strong leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals
· Demonstrated experience interacting effectively with all levels of management and employees within the organization
· Possess excellent written and oral communication skills with the ability to express ideas and facts to various groups and individuals effectively
· Demonstrated experience with HR Data Analysis
· Demonstrated ability to effectively work with all stakeholders and negotiate solutions
· Demonstrated experience to identify and solve problems and apply innovative solutions to make effective organizational improvements
· Committed to providing professional, quality customer service
AGENCY PREFERRED QUALIFICATIONS:
· Experience managing HR functions such as: Classification and Compensation, HR Metrics, Employee Relations, Statewide Safety, Recruitment, Policy Development and Compliance in a State Government for a mid to large size agency
· Demonstrated experience reviewing or developing HR policies and/or procedures in assigned areas
· Demonstrated experience providing strategic and innovative solutions to modernize HR operations

Good Employment Standing:

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
