GENERAL DESCRIPTION:
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to helping build strong, vibrant communities through the development of safe, decent and affordable housing. Overview of Job:
This position will provide support to the Housing Policy Manager in the Office of Housing Finance for policy development, research, and operational tasks for DCA’s affordable rental housing development programs. The position will work with agency staff, senior management, external stakeholders, research centers and other state housing finance agencies to develop and modify affordable housing policy. This position will include policy evaluation, research, data analysis, outreach and collaboration with stakeholders, process coordination, and policy implementation.
Tasks associated with this position include:
Policy and process coordination:
- Coordinate and implement policy and data updates to the Qualified Allocation Plan (QAP), forms, manuals and other documents related to the allocation of Low Income Housing Tax Credits
- Coordinate and monitor public input surveys, listening sessions, and public inquiries related to housing development policies
- Communicate policy updates to the public including website updates and email announcements
Policy creation:
- Research best practices and alternatives to improving on existing policy
- Work across DCA teams to incorporate staff input into existing policy
- Recommend and coordinate policy updates based on public input, research, and policy evaluation
Policy evaluation and implementation:
- Conduct data analysis to evaluate policy effectiveness in meeting DCA strategic goals and objectives
- Work across DCA teams to ensure functional processes for monitoring and implementing policies
- Review applications for Housing Tax Credit developments for compliance with Qualified Allocation Plan (QAP) policies
- Attend housing policy events on behalf of DCA
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES
- Research, writing, and policy analysis skills to develop complex policy documents and strategies with a high degree of detail orientation
- Intermediate data analysis skills – familiarity with exporting data from external sources, such as Census or HUD datasets, and ability to use formulas and organize data in Microsoft Excel
- Self-starter – the ability to work independently to develop work plans and strategies to meet DCA’s outreach and policy coordination needs
- Problem solver – the ability to identify complex problems and review related information to develop and evaluate options and implement solutions
- Communication – the ability to convey complex ideas and produce quality reports and presentations
MINIMUM ELIGIBILITY REQUIREMENTS
Bachelor's degree in a related field from an accredited college or university AND one year of related experience or completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
