Example of Duties: Under the supervision of the GIS Manager, directs statewide GIS operations, which includes cloud virtualized GIS using ArcGIS Pro and ArcGIS Enterprise as well as ArcGIS Online. Oversees enterprise spatial application development in support of internal and external GIS users and field collection staff, spatial database administration, spatial data development, enterprise asset management implementation, and customer support and training, as follows:

 

·         Connect with customers to understand their business needs and directions and strategize how spatial technologies can support them as follows:

·         Ensure service level expectations are clear, and needs are being met or exceeded. Maintain a strategic plan for spatial services to guide growth, resources, and budget in the support of department and public needs.

·         Establish work methods, processes, tools, and standards for executing unit responsibilities.

·         Provide technical input and recommendations for contracts, grants, software, and related services needed for technology areas. Negotiate with, direct, and manage performance of vendors and contractors.

·         Work in conjunction with the cybersecurity team and all IT units to oversee the security of the GFC’s technology operations including prevention, detection, and response.

·         Serve as a technology ambassador and liaison for the Information Technology Division by establishing and providing proactive communication with clients, county leadership, regional partners, and team members.

·          Conduct outreach to peer organizations and external clients. Be a visible leader in organizational change management for IT-related initiatives.

·         Provide maintenance for GIS and web-based applications.

 

Minimum Requirements: 4 years of experience working with ESRI Products. Candidate must have expert level knowledge using ArcGIS Pro and ArcGIS Online. Familiar with ArcGIS Dashboards, Survey 123 Connect, ArcGIS Field Maps, Quick Capture, Web App Builder, and Experience Builder. At least 2 years of experience working with ArcGIS Enterprise (Server and Portal for ArcGIS) and Enterprise Geodatabase management.

Preferred Qualifications: In addition to the minimum requirements, the ideal candidate would have a

B.S. in Computer Science, GIS, or related field. Relational database experience using SQL Server and working in the Microsoft Azure environment. Experience with Microsoft SharePoint and Power Automate. Familiar with programming languages such as Python, SQL, and Arcade.

Bachelor's degree in geography, cartography, geology, forestry or a closely related field from an accredited college or university AND One year of experience in the area of assignment OR One year of experience required at the lower level GIS Spec 2 (LSP061) or position equivalent.
