Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the child care and early education needs of Georgia's children and their families. It administers the nationally recognized Georgia's Pre-K Program, licenses child care centers and home-based child care, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered child care rating system.
The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of child care, and works collaboratively with Georgia child care resource and referral agencies and organizations throughout the state to enhance early care and education.
Job Description/Responsibilities:
The Financial Reporting Supervisor will work in the Finance Unit of the Department of Early Care and Learning. This position will monitor and oversee the accounting and reporting of Federal, State and Other programs. The Financial Reporting Supervisor will be required to coordinate and analyze all data pertaining to Federal Grants and be able to report to the Accounting Manager monthly. Duties include analyzes financial information and programs, identifies financial trends, makes recommendations to management, and prepares a full range of financial reports, including specialized or non-standard reports. This position requires high level of organizational and analytical skills along with the ability to work in an environment with strict deadlines.
Major Job Responsibilities:
· Performs job responsibilities with minimal supervision
· Serves as job expert or organization resource in assigned areas
· Analyzes business operations, costs, revenues, financial commitments, obligations, etc.
· Applies GAAP, state or federal fiscal guidelines, and agency policies to establish tables/records of accounts or financial transactions, review financial data, and assign entries or apply accounting control measures to proper accounts
· Develops, maintains, and prepares periodic reports that compare budgeted costs to actual costs
· Develops, monitors, and maintains financial records
· Establishes tables of accounts, and assigns entries to proper accounts
· Assist in development of policies and procedures for assigned area
· Supervise and monitors performance of direct reports
· Provides advanced-level professional recommendations and financial reports to management
· Reconciles accounting data and transactions requiring the knowledge of complex rules and regulations and the use of advanced research and/or problem-solving skills
· Monitors and oversees ongoing grant programs and related funds
· Other duties and responsibilities as assigned
Physical Requirements:
· Requires the ability to receive detailed information through oral communication.
· Requires the ability to speak clearly.
· Requires the ability to occasionally continuously stand or walk for long periods of time; regularly requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds.
· Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.
· Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.
· Requires the ability to exercise judgement, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
· Requires a full range of hand and finger motion for data entry purposes.
Minimum Qualifications (HRA):
Associate degree and four (4) years of professional job- related experience in accounting, billing and collection systems, or claims, which includes two (2) years in a lead worker, team leader, or supervisory role; or six (6) years of professional job-related experience in general accounting, billing and collection systems, and/or claims which include two (2) years in a lead worker, team leader, or supervisory role; or one (1) year of experience at the lower level Financial Analyst 3 (FIP062) or position equivalent.
Preferred Qualifications: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess four or more of the following:
· Proficiency in Microsoft Office Suite, with emphasis on Excel consisting of VLOOKUP’s and pivot tables
· Skill in using Workday, and/or PeopleSoft Queries and Reports
· Experience supervising grants accounting
· Excellent communication skills, both verbal and written
· Experience with Federal grants and State Accounting
· Demonstrated ability to be self-motivated
