Description of Duties: Under broad direction, serves as the Office Head managing staff in Environmental Services.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Associate degree in a related field managerial role;
· OR one (1) year at the lower level Sr Mgr 1, Transport Specialist (TRM033) or at position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Possession of a bachelor’s degree in environmental science or related degree
· Possesses the ability to manage the environmental process on projects to ensure outstanding project delivery
· Possesses strong leadership skills, with the demonstrated ability to foster team spirit, motivate and guide subordinates toward accomplishment of office/department goals
· Demonstrated competencies needed to assist in evaluating personnel performance, setting policies, procedures, work objectives, and directives for a large work unit
· Demonstrated experience training, planning, directing and evaluating the work of staff; in building effective work teams; in appropriately managing workforce diversity
· Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives; setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness
· Demonstrated experience interacting effectively with all levels of management within the organization
· Committed to providing quality customer service
· Possesses excellent oral and written communication skills with the demonstrated ability to effectively communicate information to contractors, departmental personnel, and others
· Possesses the ability to identify, negotiate, and solve problems and apply innovative solutions
· Possesses a high level of commitment toward work and a high standard of ethical conduct
· Ability to serve as a subject matter expert in legal matters
· Possesses the ability to represent the Department on various State, Regional, and National committees, including but not limited to AASHTO
· Ability to represent Department during emergency activations, which may be multi-day and 24/7 situations
PREFERRED QUALIFICATIONS:
· Possesses a strong understanding of the Plan Development Process, with particular emphasis on Environmental Procedures
· Experience working in the areas of NEPA/GEPA, Ecology, History, Archaeology, and/or Air and Noise.
· Demonstrated experience developing and/or implementing short and long-term organizational change and motivating others to reach goals
· Knowledge and understanding of where the organization is headed and how to make a contribution

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
