TRP052 Trans Specialist 3 (PG-M) - Asst Maintenance Contracts Specialist

JOB SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

 

JOB SPECIFIC DUTIES: Under limited supervision, assists the Maintenance Contracts Engineer in directing the daily inspections of all contract items of the Department of Transportation’s District Maintenance Office. Assists in coordinating the overall supervision of maintenance contracts on all roadways and bridge items assigned to the District, review the planning and organizing of all activities and resources needed to perform activities. Assign personnel and resources to various projects to ensure repairs and maintenance of activities are performed according to all requirements. Serves as the Department's liaison with local government officials and the general public and addresses public complaints and requests for project or road condition information. Contract items include but are not limited to mowing, guardrail repair, RPM placement/replacement, CMC for interstates, and any other maintenance activities under contract supervision. Reviews request for subcontract approvals, maintain files and records for project, reviews pay vouchers for submittal and approval. Attends and participates in contractor meetings, conducts regular inspections of the projects to ensure compliance with the contract. Ensures that work is preformed according to the all DOT/Federal standards, guidelines and policies. Responds to all complaints and ensures all inquiries are addressed immediately. Coordinates all public responses to inquiries from the media.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

 

STATE ENTRY QUALIFICATIONS: 

       Bachelor's degree in a related field and One year of related experience

       OR Associate's degree in a related field from an accredited college or university and Two years of related experience

       OR One year of experience at position equivalent.

 

AGENCY MINIMUM QUALIFICATIONS:

       Two years of experience working on roadway and highway projects.

       Experience in roadway and highway maintenance activities

       Knowledge and understanding of plans, specifications.

       Knowledge and understanding of GDOTs IRVM Herbicide Standards Manual 2011.

       Knowledge of GDOT mowing standards.

       Possess communication skills

       Committed to providing quality customer service.

 

AGENCY PREFERRED QUALIFICATIONS:

       Four or more years’ experience similar in the area of the advertised vacancy.

       Experience with construction/maintenance projects, contracts, bid items, etc.

       Experience to solve practical problems by choosing appropriately from a variety of mathematical techniques.

       Experience to read and comprehend procedures

       Experience to write or supervise the preparation of reports and correspondence. 

       Experience using the MUTCD, GDOT Traffic Control Work Zone Manual, Maintenance standards (bridge/roadway).

       Working knowledge in computer programs such as Microsoft Word, Excel, Access, etc. typically used for calculating quantities and data collection.

       Working knowledge to calculate quantities of roadway items required on projects such as asphalt, concrete, aggregate, striping, etc., as well as, acreages, grassing and herbicide.

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
