JOB SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

 

JOB SPECIFIC DUTIES: Under limited direction provides safe and reliable transportation to all units through management of supervisors in the maintenance shop, parts warehouse, motor pool, administrative staff and/or car motor pool. Coordinates operations with the office of equipment management to provide a sustainable fleet of assorted vehicles to meet all operational needs. Develops policies and procedures to govern heavy vehicle maintenance and analyzes the effectiveness of such. Prepares and reviews annual budget based on careful evaluation of unit needs and budgetary constraints. Evaluates personnel at scheduled intervals. Recommends or initiates personnel actions such as promotions, disciplinary actions, and discharge. Reviews training programs for effectiveness and assists in developing new or different methods of training district employees on each type of equipment utilized. Develops vehicle maintenance record keeping system. Manages equipment cannibalization, preventive maintenance, and safety programs. May coordinates vehicle/equipment repairs with external vendors.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

 

STATE ENTRY QUALIFICATIONS:

·         Bachelor's degree in a related field and Six months of related experience

·         OR Associate's degree in a related field and One year of experience

·         OR One year of at position equivalent.

 

AGENCY MINIMUM QUALIFICATIONS:

·         Advanced level experience in automotive and heavy equipment repair and maintenance, properly disposing of surplus property, automotive parts warehousing, and development of technical specifications for the procurement of equipment. 

·         Demonstrated ability to compose technical documents (e.g. equipment specifications) that are comprehensive and succinct. 

·         Demonstrated ability to determine the applicability of specific agency procurement procedures.

·         Demonstrated ability to direct activities, supervise and provide training to operators and mechanics. 

·         Demonstrated ability to interact with others in a manner that is suitable to the situation. 

·         Demonstrated ability to make decisions, take action and commit resources based upon all available information.

·         Demonstrated ability to independently establish priorities and goals.

·         Demonstrated ability to develop and implement controls to ensure consistency in application of policies. 

·         Displays a high level of initiative and commitment toward work and a high standard of ethical conduct. 

·         Demonstrated good communication skills to clearly express facts and ideas to others through oral communications. 

·         Demonstrated ability to interact with others to influence, motivate, and challenge them. 

·         Demonstrated ability to plan and evaluate work activity. 

·         Demonstrated ability to enter and retrieve information from computerized information systems and personal computers. 

·         Committed to providing quality customer service.  

 

  AGENCY PREFERRED QUALIFICATIONS:         

·         Two or more years of experience managing the operation of a full service automotive, heavy equipment and machine shop and/or building facilities.  

·         Two or more years of experience directing the activities of a shop warehouse or maintenance shop.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
