JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.
JOB SPECIFIC DUTIES: Under limited supervision of the Area Engineer, supervises the construction of roadway and bridge projects located within a Construction Area. Assists in planning and organizing the activities of the personnel assigned to various projects in the assigned area. Monitors the work in progress to ensure the accuracy, acceptability and compliance with plans, standards, specifications and special contract provisions. Respond to and resolve inquiries related to proposed and existing projects.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field and Two years of related experience OR Associate's degree in a related field and Three years of related experience OR One year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· Three years’ experience as Project Manager
· Advance-level experience working on complex roadway and highway projects.(widening projects, some intersection projects, bridge projects, and interchange projects)
· Experience as a lead worker or supervisor
- Extensive knowledge of roadway and highway construction specifications and standards.
· Extensive knowledge of acceptable roadway and highway construction practices.
· Demonstrated ability to prepare or supervise the preparation of contract diaries, reports and correspondence.
· Demonstrates a thorough understanding of the English and metric systems and their interrelationship.
· Demonstrated experience measuring and calculating appropriate quantities and compute pay statements to ensure completion of by subordinates.
· Demonstrated experience visualizing a complete construction project from a set of construction plans.
· Demonstrated experience performing basic algebraic, geometric, and trigonometric calculations related to transportation engineering.
· Demonstrated ability to monitor construction costs.
· Demonstrated experience reading and comprehending blueprints and all other documents associated with construction projects.
· Demonstrated ability to negotiate prices for contract modifications with contractors.
· Demonstrated ability to supervise and independently perform all types of transportation construction project activities on all roadway and bridge projects located in an area.
· Demonstrated experience supervising and providing technical guidance to staff in a construction or maintenance environment while promoting a team environment.
· Demonstrates excellent leadership skills.
· Demonstrated ability to assist/teach others by guiding and providing constructive feedback and to interact with others to influence, motivate, and challenge them.
· Demonstrated experience supervising a diverse workforce by ensuring that staffs are appropriately selected, utilized, appraised, and developed.
· Demonstrated experience making sound, well informed decisions.

AGENCY PREFERRED QUALIFICATIONS:
· Four or more years of roadway and highway construction experience.
· Have completed Project Engineer's Academy
· Demonstrated ability to successfully manage multiple construction projects simultaneously.
· Demonstrated ability to improve established methods or create new methods when established methods and procedures are inapplicable or available.
· Demonstrated ability to use technology to work more efficient and improve work processes and products.
· Demonstrated ability to operate effectively within the policies, procedures and rules of the department.
· Demonstrated ability to recognize opportunities to help the organization accomplish its objectives.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
