JOB SUMMARY: Manages one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as group leader to professionals providing professional support in one or more of the areas listed.
JOB SPECIFIC DUTIES: Under limited supervision, assists the district maintenance engineer. This position will function in the role of Field Operations. In Field Operations, the position will coordinate the overall effort necessary to properly maintain the effective, safe and efficient operation of maintenance activities on the state highway system within the district. This will include asphalt paving operations, highway sign maintenance, bridge maintenance, routine highway maintenance and the operation of the district shop and motor pool.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
- Associate degree and experience in a lead worker, team leader, or supervisory role; or one (1) year at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· Possess One (1) year or more of supervisory experience and providing direction for maintenance activities in the District.
· Possess Three (3) years or more of experience in supervising lower-level employees.
Thorough knowledge of maintenance operations, structural characteristics of roadways, types of equipment used, and resource availability.
· Prepare cost estimates, monitor the procurement process and other expenditures.
· Demonstrated competencies in writing correspondences, speeches, and presentations to contractors, community leaders, departmental personnel, and others
· Demonstrated competencies in managing a diverse workforce and resolving personnel matters.
· Demonstrated competencies in managing work activities without direct supervision, working independently, and being self-motivated to provide leadership and guidance to subordinates in accomplishing tasks.
· Demonstrated experience to apply innovative solutions to make organizational improvements.
· Analyzes and resolves highway maintenance problems using sound judgment gained from knowledge and experience.
· The ability to adapt to change i.e. new information, policies, procedures, methods, and conditions.
· Demonstrated competencies in working well with internal/external customers in resolving differences by handling complaints while projecting a professional image of oneself and the Department.
· The ability to set well-defined, realistic goals and monitor the progress.
· The ability to stay up-to-date with policy and procedures, environmental aspects, and political issues that could have an effect on the Department.
· Basic computer and math skills.
· The ability to develop or implement work processes to ensure that operations conform to recognized policies and procedures of professionalism and ethics.
· Committed to providing quality customer service.
· Professional knowledge of the Department’s different assets (roadways, bridges, drainage, vegetation, etc.).
AGENCY PREFERRED QUALIFICATIONS:
· Possess Two (2) years or more of supervisory experience and providing direction for maintenance activities in the District.
· Possess Five (5) years or more of experience in supervising lower-level employees.
· Knowledge of maintenance operations, structural characteristics of roadways, types of equipment used, and resource availability.
· Demonstrated ability to prepare written specifications and scopes of work for maintenance related services.
· Demonstrated ability to use spreadsheets, databases, and other computer software (e.g. Agile Assets) to analyze and manage data to optimize maintenance investments

Good Employment Standing:

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
