District HR Manager

Job Salary $55,825.44

 

Job Summary: Under general supervision, provides analysis, research and technical expertise in a specific area of personnel within an organization. Assists with projects that have a significant impact to the agency.

 

Job Specific Duties: Under limited supervision, responsible for managing the day-to-day operations of a District HR staff; including but not limited to the Interview and Selection Process, employee leave and benefits and providing quality customer service.  Ensures that all District HR-related activities are in compliance with applicable laws, policies and departmental practices. Ensures confidentiality is maintained for all HR-related activities. Fosters an atmosphere of teamwork, trust and accountability.  Assists in the implementation of personnel policy for the organization, but primarily provides for effective administration of established personnel policies and procedures set forth by the State Personnel Administration and/or a central Human Resource staff. This position may supervise technicians and/or clerical staff.

 

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

 

STATE ENTRY QUALIFICATIONS:

·         High school diploma/GED and two (2) years of job-related experience in human resources;

·         OR one (1) year of experience required at the lower level HR Spec 1 (HRP020) or position equivalent.

 

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

 

AGENCY MINIMUM QUALIFICATIONS:   

·         Extensive Human Resources experience performing duties in one or more of the following areas: Transactions, Employee Management Relations, Classification, and/or Compensation 

·         Full working level knowledge of State and Department HR policies, processes, and practices      

·         Previous experience in a lead or supervisory role interacting with others to guide, influence, motivate, and challenge them   

·         Demonstrated ability to plan, distribute, and monitor work assignments; evaluate work performance and provide feedback to others on their performance    

·         Demonstrated ability to assist/teach others by guiding and providing constructive feedback   

·         Demonstrated experience communicating effectively with management, co-workers, and diverse groups of people   

·         Committed to providing excellent customer service    

·         Demonstrated ability making sound and well-informed decisions; perceiving the impact and implications of decisions    

·         Demonstrated strong problem solving skills; identifies and analyzes problems; gathers, interprets, and evaluates information to determine its accuracy and relevance; uses sound judgment to generate and evaluate alternatives and recommend a solution    

·         Demonstrated ability to encourage and facilitate cooperation, pride, trust, and group identity   

·         Demonstrated experience fostering commitment and team spirit    

·         Demonstrate ability to persuade others to accept recommendations; work with others toward an agreement; negotiate to find mutually acceptable solutions          

·         Demonstrated experience expressing ideas and facts to individuals or groups effectively  

·         Self-motivated and results-oriented  

·         Demonstrated ability to maintain a positive view of self and display a professional image; recognizes own strengths and weaknesses 

·         Demonstrates belief in own abilities and ideas and seeks feedback from others and opportunities for self-learning and development 

 

AGENCY PREFERRED QUALIFICATIONS:  

·         Supervisory experience in an HR environment          

·         Significant knowledge of government HR policies, processes, and practices

·         Professional experience in any HR related areas.

·         Demonstrated ability to perform in a fast-paced customer service-oriented environment

·         Demonstrated knowledge of the department's organizational structure    

 

 

 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

 

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
