Job Summary:
The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is seeking a highly qualified and motivated leader to serve as Director of the Office of Facilities Management (OFM). This pivotal role supports DBHDD’s mission by ensuring that hospital campuses across Georgia are safe, well-maintained, and equipped to deliver high-quality behavioral health care.
The Director oversees the people, processes, and infrastructure of the OFM and reports to the Director of the Office of Hospital Operations within the Division of Hospital Services. The position is currently vacant due to a recent retirement and is supported by a team of four experienced professionals.
In State Fiscal Year 2026 and beyond, DBHDD is managing approximately $83 million in capital projects to improve patient environments and working conditions for hospital staff. This is an exceptional opportunity to lead a major facilities and capital improvement portfolio with statewide impact.
Key Responsibilities
- Lead, supervise, and develop the Office of Facilities Management staff to ensure effective execution of maintenance, engineering, and capital improvement functions.
- Oversee the Capital Outlay Budget for the Department, including coordination with Regional Hospital Administrators (RHAs), Chief Operating Officers (COOs), and hospital maintenance directors to assess and prioritize construction and renovation needs.
- Serve as DBHDD’s subject matter expert for all Capital Outlay requests and planning.
- Supporting the Department’s Chief Financial Officer in interactions with the Governor’s Office of Planning and Budget (OPB) for all Capital Outlay requests and planning.
- Manage and reconcile DBHDD’s Capital Outlay priorities with OPB planning amounts and GSFIC funding.
- Administer bond funds and coordinate with DBHDD Budget to establish and track capital projects across all hospital campuses.
- Review and approve Infrastructure Renovation and Maintenance (IRM) budget requests submitted by hospitals; initiate and manage IRM projects to address repair and facility upgrade needs.
- Oversee and maintain all Real Property data in the BLLIP (Building, Land & Lease Inventory of Property) system for DBHDD.
- Serve as the central point of contact (POC) for DBHDD and the State Accounting Office (SAO) for all capital assets, including building inventories and construction-in-progress (CIP).
- Ensure compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) policies regarding asset management, depreciation, and lifecycle tracking.
- May require 24-hour emergency on-call availability.
Preferred Qualifications
- Bachelor's degree in engineering, building science, accounting or related field
- Experience working in government, healthcare, or institutional facility management.
- Familiarity with Georgia state budgeting, capital project processes, and facilities planning.
- Knowledge of GAAP, GASB, and state-level accounting/reporting for infrastructure assets.
