The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.
Position Description:
Oversees the strategic and daily management of all aspects of the HCM and Payroll support teams. Evaluate, develop, implement and administer standard approaches and operating procedures to deliver high quality support to agency end users. Collaborates with internal departments and partner agencies. Oversee the development and implementation of fixes, enhancements and other IT projects and initiatives related to human capital management and payroll. Actively demonstrates leadership to subordinate managers and staff.

Pay Grade: Q
Salary Range: $85,508.41 - $113,824.07
Primary Duties & Responsibilities:
· Lead, mentor, and manager a team of HCM and Payroll business analysts and support personnel and foster a collaborative, high performing cross-functional culture
· Oversee the delivery of HCM and payroll support, including but not limited to addressing Tier 2 and Tier 3 tickets for both HCM and payroll support
· Continuously review and improve HCM and Payroll service delivery processes for efficiency and effectiveness, streamline processes to increase productivity
· Work closely with partner agencies to ensure system functionality aligns with service needs. Participate in implementations, testing and successful launch of solutions as needed. Leverage HR / Payroll technology and tools to support service delivery, track performance metrics, and identify opportunities for improvement
· Act as the point of contact for all HCM/Payroll escalations, research to identify and resolve causes for issues on complex queries and tasks. Support in developing documentation on processes with control mechanisms to eliminate errors
· Provide overall prioritization of work assignments and manage team resources, including staff schedules, quality of service monitoring, and responding to escalations
· Collaborate with cross-functional teams (reporting, security, development, training and call center) to streamline processes and ensure cohesive HR service delivery.
· Provide Workday subject matter functional expertise for day-to-day support and development including business process configuration, integrations, data transmission (EIB), testing and other troubleshooting support primarily supporting the HCM and Payroll modules
· Provide subject matter expertise and thought leadership on Workday capabilities and partner to understand and prioritize requirements and identify opportunities to improve processes and gain efficiency by leveraging Workday functionality
· Maintain awareness of Workday future releases / roadmap and the potential impact of those plans on current and future Workday functionality
· Participates in release planning, accountable for ensuring regression testing, unit testing, User Acceptance testing and pre-launch testing / sign-off for new features or enhancements are executed
· Collaborates with Project Management Office to develop time and cost estimates, project plans and budget

Minimum Qualifications:
Associate degree in a related field from an accredited college or university and six (6) years in a managerial or supervisory role; or eight (8) years in a managerial or supervisory role; or one (1) year of experience at the lower level Sr. Mgr, Info Technology (ITM023) or position equivalent.
Preferred Qualifications:
Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following:
· Bachelor’s degree in Information Systems, Human Resources, Business Administration, or related field (required)
· At least 8+ years of experience in HR and/or Payroll Shared Services, HR / Payroll operations, or a similar role, with a proven track record in leadership
· Strong knowledge of HR and Payroll processes, policies, and best practices
· Experience with HR technology (HRIS, payroll systems, etc.) and systems implementation
· HR certifications (e.g., SHRM-CP, PHR, or equivalent) preferred
· Proven ability to prioritize workloads and balance diverse tasks while effectively managing pressure and demands from multiple customers and competing priorities
· Demonstrated skill in building strong partnerships with individuals at all levels within the organization
· Prior experience leading or participating in a major ERP transformation involving PeopleSoft and/ or Workday
