Overview of Job:
The Georgia Department of Community Affairs (DCA) is seeking a Development Manager in the Office of Housing Finance.
The Office of Housing Finance is responsible for allocating, underwriting, monitoring construction, and overseeing development for multifamily properties funded with the Housing Tax Credit across Georgia. Annually, the Office of Housing Finance oversees hundreds of awarded properties in the pipeline and funds hundreds of millions of dollars for new developments. Once Housing Tax Credit properties are completed, oversight is transitioned to the Office of Portfolio Management, which oversees each property for a thirty-year period of affordability.
The Development Manager will oversee the Development Team, which will be responsible for various areas associated with the pipeline of properties that have already received a housing tax credit award from the Department of Community Affairs. This position requires strong technical knowledge of financing complex multifamily properties, including the Federal and State Low-Income Housing Tax Credit Program. The position requires very strong problem-solving skills and the ability to navigate multiple layers of complex government programs. Interaction is primarily with high-level state and local government leaders, the Internal Revenue Service, the Department of Insurance, the Department of Housing and Urban Development, the Department of Treasury officials, and the development community. The ability to analyze and manipulate data from multiple sources to inform strategic housing analysis is required.
CORE RESPONSIBILITIES INCLUDE:
• Serve as partners' primary contact for issues and questions once developments have received a Housing Tax Credit award
• Provide construction updates to senior management
• Oversee the final front-end reviews of housing tax credit developments and issuance of the IRS Form 8609, ensuring properties exhibit strong financial health and satisfactory construction standards
• Oversee and approve any changes post-award, including but not limited to project concept changes and deadline extensions
• Coordinate with Construction team and Office of Portfolio Management to ensure properties smoothly transition in the thirty-year affordability period
• Ensure pipeline maintains architectural, financial, and data integrity
• Manage and empower a team of three staff members
• Communicate regularly with external partners about developments in the pipeline (including developers, contractors, architects, consultants, investors, and lenders)
• Provide regular pipeline status updates and insights to Division leadership
• Monitor and manage other various tasks assigned by the Division
PREFERRED KNOWLEDGE, SKILLS, & ABILITIES
• Professional or education experience in multifamily development and/or underwriting
• Knowledge of financing used in affordable housing or multifamily development
• Understanding of partnership structures
• Ability to read code, laws, or statute, including but not limited to IRS Section 42
• Ability to identify, analyze, improve, and/or streamline problems and processes
• Ability to perform financial analysis or modeling
• Ability to maintain organizational and attention to detail
• Ability to work in a fast-paced environment while remaining adaptable and calm
• Ability to be actively listen and learn from others
• Advanced knowledge of database, programming, or spreadsheet software, including Microsoft Excel, Emphasys, and/or R
• Skill in oral and written communication
QUALIFICATIONS
• Bachelor's degree in accounting, finance, real estate or related field from an accredited college or university
• Four years of full-time experience in underwriting, multifamily construction, finance, real estate, accounting, housing, or public policy
• Working knowledge of real estate and accounting principles
• One year of project management or team management experience
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications - External:
Preference will be given to applicants who in addition to meeting the minimum qualifications possess at least one year of professional experience in multifamily underwriting or comparable field.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
