POSITION SUMMARY:
The Deputy Director of Election Services and Administration will oversee daily operations for the Elections Division in the following areas: Election Services (including county liaisons), Election Training, County Election Support, Administrative Services (including Great Seals), Auditing, and various special projects.
ESSENTIAL DUTIES and RESPONSIBILITIES:
· Maintains relationships with county election officials to help ensure that the Elections Division is aware of needs and working to support counties.
· Oversees the county support team for the voter registration system.
· Leads the development of election training for county election officials, including the creation of statewide webinars and the development of in-person training events.
· Oversees the Election Division Auditing Team, which is intended to support counties through risk limiting audits, ballot image audits, provide training services to counties, and perform other duties to support counties.
· Communicates important information about training, the voter registration system, and auditing programs with division personnel and county election officials.
· Oversees the development of training for county election officials on election and voter registration processes.
· Confers with legal counsel to apply state and federal rules, regulations, policies, and legislation as it relates to the operations of the division.
· Works with the SOS Accounting and Purchasing departments to ensure Elections Division compliance with rules and regulations.
· Manages special projects as needed that require frequent division communication with counties.
· Creates and maintains a high-performance environment characterized by positive leadership and a strong team orientation.
· Ensures that training related to elections and voter registration is adequate and is delivered to county election officials in a timely and appropriate manner.
· Assists division employees in developing actions plans and setting work priorities.
· Assists the Elections Director in setting goals for the division based on strategic direction of the agency.
· Confers with Elections Director on the approval of project plans to ensure compliance with agency rules and regulations and to determine if project is in-line with the objectives of the division.
· As needed, represent division through various public and private meetings, conference, seminars, and/or professional organizations.
· Ensures timely and accurate completion of assignments and responsibilities.
· Direct involvement in the preparation of the annual budget and expenditures for the division.
· Periodically reviews, with consultation from staff, business processes to continually improve efficiency in delivery of division services.
· Alerts division director to matters which require immediate attention, action, or assistance.
· Reviews division level policy and procedure changes recommended by staff and approves implementation if needed.
· Coordinates with other divisions across the Secretary of State agency as needed.
· Tracks and controls project resources and staffing.
· Works directly with division director and division managers to identify operational priorities and action plans.
· Performs other duties as assigned
KNOWLEDGE, SKILLS and ABILITIES:
· Knowledge of voter registration system.
o Specific knowledge of the Georgia Registered Voter Information System preferred.
· Ability to prioritize time and resources among various areas of responsibilities.
· Ability to manage and coordinate multiple projects at once.
· Ability to set deadlines and goals with defined milestones to measure progress and give feedback on the accomplishment of those objectives.
· Ability to prioritize and direct the work of others.
· Ability to develop policies and procedures for the organization based on goals of leadership and applicable statutes and rules.
· Ability to speak publicly and prepare written reports.
· Maintains knowledge of current trends and developments in the field.
· Serves as job expert or organization resource in assigned areas.
· Performs job responsibilities with minimal supervision.
SUPERVISION REQUIREMENTS: The Deputy Elections Director will supervise all employees who work on the Elections Division’s auditing, training, administrative, and voter registration system county support teams.
MINIMUM QUALIFICATIONS: Four years of experience in election management.
EDUCATIONAL REQUIREMENTS: Completion of a Bachelor’s degree from a nationally accredited college or institution.
