Contracts Administrator 1
Under supervision, administers and monitors real estate contracts and agreements in accordance with state law and Department policy. Drafts and processes professional services and property-related contracts; coordinates renewals and amendments; supports solicitation and due-diligence activities; processes and coordinates payments for due-diligence services; assists with fiscal audits by compiling contract, payment, and compliance documentation; and ensures compliance, documentation accuracy, and timely execution of assigned agreements.
Primary Duties & Responsibilities:
• Prepares contracts in compliance with federal and state laws, rules, regulations, and agency/department requirements.
• Coordinates with internal departments, legal counsel, vendors, and external agencies to support contract execution and compliance.
• Assists with pre- and post-closing activities for real estate acquisitions by coordinating documentation, approvals, and due-diligence materials.
• Ensures compliance of project documentation according to established procedures and record retention requirements.
• Maintains and updates real estate contract and property databases to support tracking, reporting, and compliance requirements.
• Reviews contract specifications before solicitation to ensure available funding.
• Prepares, processes, and reconciles contract documents and reimbursement requests.
• Processes payments and payment documentation.
• Prepares and submits vouchers and purchase orders for payment.
• Takes appropriate actions with regard to contract compliance, progress, and corrective actions.
• Coordinates documentation associated with procurement processes for real estate services.
• Prepares summaries, reports, and supporting documentation for management review and decision-making.
• Receives additional training, as required, to gain full proficiency and experience in all areas.
Additional Duties:
• Provides support for financial audits.
• Helps support records review related to Open Records requests.
• Supports document drafting and submission for DNR Board and State Properties Commission.
Based on education and experience, the selectee will be hired into one of the above-mentioned job codes.
MINIMUM QUALIFICATIONS
LEP030 – Contracts Administrator 1 - $39,699.48
High school diploma/GED
AND
Four (4) years of contracting job-related experience.
LEP031 – Contracts Administrator 2 -$42,941.42
High school diploma/GED
AND
Five (5) years of contracting job-related experience.
OR
One (1) year of experience required at the lower level Contracts Administrator 1 (LEP030) or equivalent position.
NOTE: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provide the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
PREFERRED QUALIFICATIONS
Preference may be given to applicants with experience in the following:
· Contract administration experience
· Real Estate transaction experience
· Contract management systems
· Real estate or property-related databases and tracking systems
· PeopleSoft Financials
· Microsoft Office Suite
· Current DNR employment
· Conservation of natural resources in the southeastern U.S. experience
