The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Contract Analyst serves as an advisor in the development, review, and administration of contractual agreements, ensuring alignment with organizational objectives, regulatory requirements, and risk management standards. This role is responsible for analyzing contract terms, supporting negotiations, and maintaining compliance throughout the contract lifecycle. The incumbent partners cross-functionally with legal, procurement, finance, and business units to optimize contract performance, mitigate risk exposure, and drive operational efficiency.
RESPONSIBILITIES:
Contract Administration Support
- Assist Contract Managers with drafting, reviewing, and processing contracts, amendments, and renewals
- Maintain contract files (digital and/or physical) to ensure documentation is complete and audit-ready
- Track key contract dates (renewals, expirations, deliverables, milestones)
- Prepare contract summaries, briefs, and status reports
Procurement & Compliance
- Ensure contracts comply with government procurement laws, policies, and internal procedures
- Verify required documentation (insurance, certifications, security requirements, etc.)
Vendor & Stakeholder Coordination
- Serve as a point of contact for vendors for administrative questions
- Coordinate with legal, finance, procurement, and technical teams
- Help schedule and document meetings, negotiations, and evaluations
Performance Tracking
- Flag performance issues or risks to Contract Managers
Data Management & Reporting
- Maintain contract data in Sirion
- Generate reports on contract status and upcoming actions
- Support audits by gathering and organizing required documentation
Risk & Issue Support
- Identify potential risks (e.g., expiring contracts, non-compliance, funding gaps)
- Escalate issues to Contract Managers with supporting analysis
- Assist in developing mitigation strategies or corrective actions
Technology-Specific Duties
- Support contracts related to:
- Software licensing (SaaS, enterprise systems)
- IT services (cloud, cybersecurity, development vendors)
- Hardware procurement
- Track license usage, renewals, and compliance requirements
- Ensure security and data protection clauses are included and followed
Typical Day-to-Day Tasks
- Updating Sirion when required
- Reviewing a contract amendment for completeness
- Preparing renewal notices or extension documents
- Sending reminders about expiring contracts in conjunction with ServiceNow for Software license renewals
- Compiling documents for an audit or procurement file
- Coordinating internal approvals for a contract package

Leverages contract lifecycle management tools (e.g., Sirion) and integrated systems (e.g., ServiceNow) to maintain accurate contract records, track obligations, and generate actionable reports.
· Vendor & Stakeholder Engagement
Effectively coordinates with vendors and internal partners (legal, procurement, finance, IT) to facilitate contract execution, resolve administrative inquiries, and support negotiations.
· Attention to Detail & Quality Assurance
Ensures precision and completeness in all contract documentation, including verification of required certifications, insurance, and security provisions.
· Technology Contracting Insight
Demonstrates familiarity with IT-related contracts, including SaaS, cloud services, cybersecurity, and hardware procurement, with attention to licensing, renewals, and data protection requirements.
· Project Coordination & Time Management
Manages multiple priorities, tracks critical deadlines (renewals, expirations, deliverables), and ensures timely completion of contract-related activities.
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
Bachelor’s degree in Business Administration, Public Administration, Finance, Legal Studies, Information Systems, or a related field, AND three (3) years of experience in contract administration, including:
- Knowledge of contract lifecycle processes (drafting support, review, and compliance validation)
- Experience maintaining contract records and supporting audits or procurement documentation
- Familiarity with contract lifecycle management systems (e.g., Sirion) and enterprise tools (e.g., ServiceNow or similar platforms)
- Strong analytical, organizational, and written communication skills
- Proficiency in Microsoft Office Suite, particularly Excel and document management tools

- Experience in public sector or government contracting environments
- Knowledge of applicable procurement regulations (e.g., FAR, state procurement guidelines)
- Professional certification in contract management (e.g., NCMA-CFCM, CPCM, or equivalent)
- Direct experience supporting technology-related contracts, including SaaS, cloud services, or IT vendors
- Familiarity with software license management, renewals tracking, and compliance monitoring
- Experience generating contract reports, dashboards, or analytics to support decision-making
- Exposure to risk management practices, including identifying and supporting mitigation strategies
- Advanced proficiency in contract management platforms and reporting tools (e.g., Power BI, Tableau)
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Office Location: 47 Trinity Ave, Atlanta GA
Worker Type: Hybrid – (in-office: 2-3 days per week)
Target Hiring Salary Range: $53,100 - $67,700
*Current Georgia state government employees will be subject to SPB rule provisions.
