Job Summary:

Under supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions.

 

The Compliance Manager plays a critical role in ensuring that the juvenile justice facility operates in full compliance with applicable laws, regulations, and internal policies, including those outlined by the American Correctional Association (ACA), Prison Rape Elimination Act (PREA), and the Office of Continuous Improvement (OCI). This role supports a safe, secure, and rehabilitative environment for youth by identifying compliance risks, implementing corrective actions, and fostering a culture of accountability and ethical conduct across all departments.

 

Primary Duties & Responsibilities:

Compliance Program Development and Oversight

  • Design, implement, and manage a facility-wide compliance program aligned with ACA, PREA, and OCI standards.

  • Ensure policies, procedures, and operational practices are consistent with federal, state, and departmental regulations.

  • Lead facility preparation for audits, inspections, and accreditation reviews.

     

    Monitoring and Auditing

  • Conduct internal audits and quality assurance checks to evaluate policy adherence and operational effectiveness.

  • Maintain accurate documentation of audit findings, corrective action plans, and follow-up assessments.

     

    Risk Identification and Mitigation

  • Proactively identify compliance risks across facility operations, including safety, staffing, documentation, and youth rights.

  • Recommend and support the implementation of corrective actions to minimize exposure.

     

    Training and Staff Development

  • Coordinate and deliver compliance-related training for all facility staff, including PREA standards, incident reporting, and ethical conduct.

  • Ensure ongoing education to maintain awareness of compliance responsibilities.

     

    Incident Review and Resolution

  • Investigate reports of non-compliance, misconduct, or policy violations.

  • Collaborate with facility leadership, Human Resources, and legal counsel to ensure timely resolution and appropriate documentation.

     

    Reporting and Communication

  • Prepare regular compliance status reports for facility leadership, including trend analysis and performance metrics.

  • Communicate regulatory updates and ensure staff are informed of policy changes or compliance requirements.

     

    Regulatory Awareness

  • Stay current with developments in juvenile justice regulations, ACA accreditation standards, and PREA compliance updates.

  • Act as the facility's point of contact during external audits and reviews conducted by regulatory agencies or oversight bodies.

     

    Collaboration and Support

  • Work closely with department heads (e.g., security, programs, education, medical, mental health, HR) to ensure integrated compliance efforts.

  • Provide guidance and support during internal investigations, grievance reviews, and youth advocacy concerns.

  • Ability to establish and maintain productive working relationships with agency staff, Human Resources staff of facilities and offices, and others as required.

  • Ability to work on multiple tasks and prioritize appropriately. Ability to communicate effectively

  • Ability to exercise initiative and make independent decisions to meet deadlines or to

  • effectively handle priority work.

  • Ability to communicate effectively orally and in writing.

  • Able to work as a leader, coordinator and effective team member.

Minimum Qualifications:

Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment.

 

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year- over-year.

 

Preferred Qualifications:

  • Bachelor's degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment.

  • Strong knowledge of OCI, ACA, PREA, and state/federal regulations applicable to juvenile justice operations.

  • Exceptional analytical, investigative, and organizational skills . Excellent written and verbal communication skills .

  • Ability to work independently and collaboratively with cross-functional teams .

  • High ethical standards and a demonstrated commitment to integrity, youth safety, and procedural fairness.
