GENERAL DESCRIPTION:

SUMMARY
The CoC Program Coordinator, OHSN is responsible for supporting the functions of the Georgia Balance of State Continuum of Care, their participating agencies, grantees, and the Board of Directors. Responsibilities of the CoC Program Coordinator include oversight of all sub-population specific initiatives (Rural, Youth, Veteran, Gender Based Violence etc.), facilitation of leadership teams, reporting on progress, and liaison to regional bodies. The position will build and maintain strong relationships with community stakeholders and partners, funded and non-funded programs to further CoC goals, ensure supportive practices and responses to people who are experiencing homelessness are developed and maintained, and HUD regulations are followed. This position will lead Balance of State CoC efforts to address homelessness among youth, including working closely with the Youth Homelessness Specialist and the Youth Action Board (YAB) to focus efforts on designing and implementing the Youth Homelessness Demonstration Project (YHDP).
Job Responsibilities
- Identify and engage stakeholders in efforts to complete goals outlined in the Coordinated Community Plan to Prevent and End Youth Homelessness (CCP).
- Build strong relationships with YHDP funded projects; ensure that they are informed on the HUD regulations for the program.
- Ensure continuous quality improvement and performance outcomes amongst YHDP providers.
- Research best practices for ending youth homelessness and conduct trainings for service providers on those best practices.
- Manage all aspects of the Youth Coordinated Entry System for the BoS CoC including ensuring compliance with policies and procedures governing assessment, eligibility determinations, and prioritization of housing assistance.
- Facilitate bi-weekly Youth Coordinated Entry case conferencing meetings.
- Conduct training and provide technical support to users about Youth Coordinated Entry.
- Facilitate the development and implementation of a Youth Point-in-Time Count.
- Assist with performance monitoring of funded partners; troubleshoot underperforming projects, dictate and oversee corrective measures.
- Assist with the development of trainings and workshops for continuum providers and staff, including participating in planning and facilitation for the annual Housing Symposium.
- Assist in maintaining CoC policies and procedures and CoC Governance Charter; amend as indicated.
- Assist in completing the Balance of State’s annual application for Continuum of Care funding.
- Review and assist with submission of required federal reports associated with the Balance of State CoC, including the Point-in-Time Count (PIT) and the completion of the Housing Inventory Count (HIC).
- Assist with the facilitation of CoC membership meetings, CoC Board meetings, and CoC Committees.
- Maintain communications with CoC members regarding events, resources, and policies; manages and coordinates CoC correspondence.
- Maintain up-to-date knowledge of industry best practices and Housing and Urban Development (HUD) requirements and determine continuous system improvements.
- Represent the CoC at community meetings, coalitions, and conferences.
- Work collaboratively with technical assistance providers.
- Attend regularly scheduled supervision meetings, department-wide and leadership team meetings, mandatory agency trainings, and participate in professional development activities
MINIMUM ELIGIBILITY REQUIREMENTS
- Bachelor’s degree and/or minimum three years of progressive experience in planning, nonprofit administration, public policy, business, or related field.
PREFERRED QUALIFICATIONS
Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:
- Master’s degree
- Experience preparing federal funding applications, as well as managing and reporting on secured funding; preference for experience with HUD.
- Experience of strategy development towards ending homelessness
- Experience with data analysis of HMIS or comparable data set
- Experience working with Youth/Young Adults who are at risk of or are experiencing homelessness
- Lived Experience of homelessness and/or foster care
KNOWLEDGE, SKILLS & ABILITIES
- Strong writing and presentation skills.
- Strong attention to detail and focused deadline driven work.
- Exceptional organizational skills and an ability to handle multiple projects and timelines.
- Strong collaborative skills to work with a diverse set of stakeholders, including external partners and internal groups.
- Self-motivated, confident individual with ability to work both independently and as part of a team.
- Ability to solve problems, identify new solutions and adapt to changing priorities.
- Proficiency in technology, including online databases, web conference services, and funding application systems.
- Valid driver’s license and ability to travel within the CoC’s geographic area.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week.
- This position is a hybrid work position with three days on site in the office and two days of optional teleworking.
- This position does not offer full remote work hours.
- Occasional travel required including air and car travel
- While performing the duties of this job, the employee will work primarily in a climate controlled environment with minimal safety/health hazard potential.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodations.
