GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Summary
This full-time position primarily assists the CoC Program Manager and CoC Team Leads with various tasks related to operating the Balance of State Continuum of Care. This position supports by taking minutes at Board, Committee, and Team Meeting. The program assistant supports the CoC Program Team with the preparation of the NOFO application and a variety of support tasks related to the mission of the CoC. Although the position technically falls under the CoC, the position also crosses over with other programs to provide additional support as needed. For example, the CoC Program Assistant also completes ERs for ESG and HOPWA.
Job Responsibilities
- Support the CoC Program Team with the preparation of the annual CoC Notice of Funding Opportunity application. This includes coordinating with Consolidated Planning Jurisdictions, staging competition documents, and reviewing application narratives.
- Collaborate on updating the CoC Teams standard operating procedures at least annually.
- Assist in the coordination of CoC membership meetings, CoC Board meetings, and CoC Committees.
- Support the CoC by taking minutes at Board, Committee and Team Meetings.
- Perform environmental reviews for federally funded programs within the Office of Homeless and Special Needs Housing
- Maintain communication with CoC members regarding events, resources, and policies.
- Attend community meetings, coalitions, and conferences as a representative of the Balance of State CoC
- Maintain CoC membership lists
- Provide data support to the CoC Team Leads leveraging internal and external data sources
Attend regularly scheduled supervision meetings, department-wide and leadership team meetings, mandatory agency training, and participate in professional development activities
Minimum Eligibility Requirements
- Bachelor’s degree AND at least two years of experience with homeless services programs
- Must be able to competently use the Microsoft Office Suite (Excel, Outlook, Word, PowerPoint)
Preferred Qualifications
Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:
· Experience working directly with HUD CoC and/or ESG funding
· Knowledge of coordinated entry for homeless services, as defined by HUD
· Experience with data entry and/or reporting using the ClientTrack Homeless Management Information System
· Experience with strategies associated with the federal plan to end homelessness
Knowledge, Skills & Abilities
- Knowledge of all pertinent Federal and State regulations
- Knowledge of the USICH strategic plan to end homelessness
- Knowledge of homelessness and homeless services programs
- Strong administrative skills
- Excellent organizational, analytical, written, and oral communication skills
- Critical thinking, with a high level of initiation, motivation, and enthusiasm
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required. Aside from approved travel, remote work location must be performed within the State of Georgia with availability to travel to Atlanta as requested or required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.

Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
