The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.
Job Location: Central State Hospital, Milledgeville
Shift: 8am - 5pm
Job Summary:
At the direction of the Regional Hospital Administrator (RHA), serves as a member of the Executive Leadership Team of the hospital. Leads the accounting and financial operations of a Department of Behavioral Health and Developmental Disabilities (DBHDD) Hospital. Manages, recommends, and implements accounting policies and procedures in accordance with government regulations and DBHDD policies. Directs subordinate supervisors and staff. Serves as a subject matter expert resource for the entire hospital on all matters related to budget, finance, billing and procurement.
Primary Duties & Responsibilities:
- Analyzes financial statistics and other accounting data from across the entire hospital.
- Coordinate’s auditing operations with departmental accounting, budgetary, administrative support, and programmatic function to support the hospital’s mission
- Develops and directs a comprehensive accounting program which integrates Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, Generally Accepted Governmental Auditing Standards (GAGAS), statutory accounting requirements, and DBHDD fiscal policies and procedures.
- Directs operational analyses of accounting systems, subsystems and/or procedures throughout the operations of the hospital
- Directs procurement activity necessary to support the operation of the hospital.
- Directs the management of the inventory system for the operation of the hospital.
- Directs the operation of the warehouse for the operation of the hospital.
- Directs the systems and safeguards in place assuring adequate property control for the operation of the hospital.
- Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges of business office employees.
- Manages human resources and directs administrative activities for business office employees.
- Plans and directs in-depth financial audits and investigations.
- Provides professional guidance and assistance in the solution of complex accounting and financial problems.
- Represents the financial interests of the Hospital in accounting-related interactions/negotiations with other parties, such as banks, vendors and external auditors.
Preferred Qualifications:
Completion of a Master's Degree in Business Administration, Public Administration, Accounting & Finance. Additional managerial experience directly related to the area of assignment. Additional two (2) years f cost accounting and/or financial analysis experience. Accounting or financial experience in a healthcare or government setting.
- Experience with oversight of Medicaid/Medicare billings and/or cost reporting
- PeopleSoft Proficiency
- Knowledge of Microsoft Office Suite
