GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. SUMMARY
Under the general supervision of the CDBG-DR Housing Project Supervisor, the Project Specialist performs advanced-level work supporting the administration and implementation of complex disaster recovery housing programs. This role requires independent judgment, strong project oversight, and the ability to manage multiple program components while ensuring compliance with federal, state, and program-specific requirements.
The incumbent maintains a comprehensive understanding of project status across assigned activities, identifies and resolves complex operational and compliance issues, and provides guidance and technical assistance to internal staff and external stakeholders. The selected candidate will prepare materials and present during presentations for subrecipients, applicants, and the public, participate in technical and objective reviews of CDBG-DR applications for funds, and perform other duties as assigned.
This position primarily supports housing-focused recovery initiatives, including the Homeowner Rehabilitation and Reconstruction Program (HRRP) and Affordable Rental Rehabilitation Program (ARRP).
MINIMUM ELIGIBILITY REQUIREMENTS
Bachelor’s degree in a related field from an accredited college or university AND Two years of related professional experience OR
Associate degree AND Four years of related professional experience OR
Six years of related professional experience.
ESSENTIAL FUNCTIONS:
Vendor management for the Affordable Rental Rehabilitation Program (ARRP), ensuring timely and compliant plans are created and maintained.
Serve as primary contact for all internal and external stakeholders for the CDBG-DR ARRP housing programs.
Manage projects from implementation through closeout, ensuring compliance and timeliness.
Conduct compliance reviews and maintain program documentation, including financial records.
Identify risks and recommend corrective actions.
Maintain working files to assist in program development, management, and compliance.
Provide technical assistance to stakeholders.
Foster relationships with prime vendors and other key stakeholders to ensure that all necessary support is available to achieve the successful performance of activity goals
Provide support for other projects - HRRP and Affordable Rental Development.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Ability to work independently, as well as part of a diverse team
Ability to research and review laws and regulations to identify changes or new procedures and explain how to incorporate those changes into current programs
Strong project documentation and file management skills, including organizing compliance records within SharePoint or similar systems
Proficiency in Microsoft Office Applications (Word, PowerPoint, Outlook, Excel, etc.)
Ability to work collaboratively with team members to ensure success in training, technical assistance workshops, and other public events
Ability to multitask, meet deadlines, and work in a fast-paced environment
PREFERENCE:
Preference will be given to applicants who, in addition to meeting the required knowledge, skills, and abilities, have one or more of the following:
Direct project management experience with CDBG-DR HRRP and ARRP, or similar housing rehabilitation programs
Vendor management and oversight experience
Proven experience in crosscutting compliance regulations, including Section 3, environmental review, Davis-Bacon, Uniform Relocation Act (URA), Limited English Proficiency (LEP) & Fair Housing
Proven experience with drafting, reviewing, and revising policies and procedures using best practices
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/telework) position.
This position is full-time, salaried, and exempt.
Regular travel is required, including air and car travel (local and statewide)
Central office environment with potential for regular teleworking 2 or more days per week, when circumstances are warranted
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.
