Location: Southeast region, GA (Evans, Effingham, Screven, Liberty and Bryan Counties)

This position will be field based with a focus in the Evans, Effingham, Screven, Liberty, and Bryan county area and requires statewide travel.  The successful candidate would reside in or adjacent to the assigned territory.

Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the child care and early education needs of Georgia's children and their families.  It administers the nationally recognized Georgia's Pre-K Program, licenses child care centers and home-based child care, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered child care rating system.

 

The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of child care, and works collaboratively with Georgia child care resource and referral agencies and organizations throughout the state to enhance early care and education.

Reliable attendance is an essential function of this position; consistent availability to work scheduled appointments and adhere to report deadlines is required.

Job Description: The Child Care Consultant is responsible for conducting licensing inspections, complaint investigations, and providing professional consultation to licensed and prospective child care providers. The goal of this position is to ensure the health, safety, and well-being of children in care by monitoring compliance with state laws, rules, and regulations, and offering guidance to improve program quality.

Job Responsibilities:

Management may add, delete, or alter specific responsibilities of any position if such responsibilities are reasonable assingments to the position. Use of personal vehicle is required to provide transportation for performance of job duties.

·       Conducts routine and unannounced licensing inspections of child care facilities (child care learning centers and family child care learning homes), including government-operated sites, to assess compliance with applicable state laws, rules, and regulations.

·       Investigates complaints against child care facilities in accordance with regulatory procedures and documents findings in written reports.

·       Provides professional consultation and support to child care providers in understanding licensing requirements and promoting continuous quality improvement through education, resource sharing, and training initiatives.

·       Recommends program best practices and improvements to enhance the enrichment, development, and safety of children enrolled in child care settings.

·       Interprets and explains statutory and administrative rules and regulations governing child care licensing; provides technical assistance to support facilities in achieving and maintaining compliance.

·       Maintains ongoing regulatory oversight of licensed facilities for monitoring purposes to ensure continued compliance with all relevant rules and regulations.

·       Documents regulatory violations, issues citations as appropriate, and establishes timelines for corrective actions and compliance.

·       Maintains accurate and timely documentation of inspections, investigations, correspondence, and regulatory actions using required electronic systems and formats.

·       Participates in training, professional development, and collaborative team meetings as required.

Entry Qualifications:

High school diploma/GED and two (2) years of job-related experience. Note: Some positions may require a valid driver's license.

Preferred Qualifications:

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess two or more of the following:

·       Bachelor’s degree in Early Childhood Education and/or related field from an accredited college/university AND Two years of professional experience in Early Childhood Education and/or related early childhood field OR

·       Master’s in Early Childhood Education and/or related field from an accredited college/university.

·       Excellent record keeping

·       Oral and written communication skills

·       Must demonstrate competency in and basic knowledge of computers including but not limited to Microsoft Office products (Word, Excel, PowerPoint, Outlook)

·       Regulatory experience in child welfare and/or child care related settings.

Physical Position Requirements:

·       Must continuously stand or walk for long periods of time; regularly requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds.

·       Ability to receive detailed information through oral communication.

·       The ability to speak clearly is required. 

·       The ability to hear and understand at a normal conversational level is required.

·       The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.

·       Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.

·       Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

·       The worker must have a valid Georgia driver’s license, insurance coverage and have the ability to drive for extensive periods as needed.
