 Job Summary: 

The CAPS Quality Assurance & Payment Consultants are responsible for conducting the programmatic and operational activities of the quality assurance and payments function/section of the Childcare and Parent Services (CAPS) program within the Department of Early Care and Learning (DECAL).

 

The quality assurance and payments team will ensure compliance with billing for childcare services providers at the provider and systems level. This team will provide an oversight of the payment process for CAPS providers and will work closely with the payment vendor to resolve matters related to payment status, errors, and processing. Additionally, the team will perform the complex research that is sometimes required to investigate past payment errors. Another area of focus for the quality assurance and payment team is to help evaluate input and output used in various reports to ensure quality is being met and provide a clear view of steps to advance quality. This team will also be responsible for ensuring that system-wide quality measures are maintained and met seamlessly.

 

The position is home-based but may require some travel to DECAL headquarters in Atlanta. Mileage and overnight stay reimbursement are provided for work related travel. Possession of a valid driver’s license, consistent access to an insured vehicle, and the ability to travel is required as a condition of employment.

 

Job Responsibilities:

·         Responsible for oversight of the CAPS provider payment processing ensuring service delivery adheres to all federal and state requirements.

·         Corrects issues related to scholarship errors by:

o   Updating scholarships to reflect corrections.

o   Notifying providers of updates and corrections.

o   Responding to and correcting errors in payments.

·         Make updates to provider profile data based on analysis conducted by Data Analyst.

·         Uses system data and reports to complete quality assurance reviews related to attendance tracking and payments for a specific number of providers each month.

·         Performs internal audits of provider files in advance of any federal or state monitoring of CCDF (Child Care & Development Funds).

·         Conducts FCCLC (Family Child Care Learning Center) capacity reviews by contacting provider to review enrollment and time of care.

·         Reviews invoices for random sample providers prior to payment approval to ensure accuracy.

·         Maintains communication and connection to payment vendors to ensure successful payment processing.

·         Completes data entry to recoup payments from providers who were overpaid.

·         Assist providers with manual billing as applicable.

·         Validates the accuracy of provider profile data.

·         Maintain comprehensive knowledge of current trends and developments in the assigned field.

·         Manage special projects and other responsibilities as assigned.

 

Agency Required Qualifications:

Bachelor's degree in a related field from an accredited college or university AND Three years of professional

experience in a human services field; or two (2) years of experience at the lower level Social Svcs Prgm Mgr 2 (SSP021) or position equivalent.

 

Agency Preferred Qualifications:

·         Completion of an undergraduate degree from an accredited college/university in Auditing, Accounting, Public Policy or Administration, Business Administration, or related field and two years’ experience in an auditing or compliance role.

·         Current or previous CAPS program work experience.

·         Current work experience in another DECAL program

·         Knowledge of CCDF federal regulations

·         Demonstrated experience in monitoring program compliance.

·         One or more years of experience reviewing information/data to make decisions or determinations.

·         Candidates must have excellent record keeping, written, and oral communication skills.

·         Proficient in Microsoft Office products and technology

 

 Technical Competencies:

·         Excellent oral, written, analytical, presentation and interpersonal communication skills.

·         Demonstrated ability to form and maintain collaboration among partners.

·         Computer skills in Microsoft Office including WORD, EXCEL and POWERPOINT.

·         Computer skills in databases and telephony software.

·         Ability to manage your own time, set priorities, work without direct supervision, and contribute to team atmosphere.

·         Competent to answer questions related to childcare quality and health and safety, as well as community resources quickly and accurately.

·         Strong knowledge/experience of program development and implementation.

·         Experience working with diverse communities and sensitivity to needs and concerns of various cultural groups.

·         Ability to react with flexibility and sensitivity to changing situations and needs.

 

 Physical Position Requirements:

·         Work is typically performed in an environment with intermittent sitting, standing, or walking in various settings.

·         Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.

·         Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

·         The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication.

·         Close visual acuity to perform an activity such as preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.

·         Full range of hand and finger motion for data entry purposes.
