Job Summary: 

The CAPS Enrollment Services Consultant will provide front line support of the enrollment process for providers in the Child Care and Parent Services program. The enrollment services team will enroll new providers in CAPS and support the annual renewal process by obtaining and reviewing documentation needed for participation as a CAPS provider and is responsible for data collection and record retention. Enrollment services will also support providers in the transition process due to changes of ownership or other changes that result in issuance of new licenses from the DECAL Child Care Services Division. This team will help providers understand CAPS policies and procedures and collaborate with other CAPS units to develop training and conduct outreach to providers. Enrollment services is also responsible for processing updates to programs and higher rate requests.

 

The position is home-based but may require some travel to DECAL headquarters in Atlanta and statewide travel. Mileage and overnight stay reimbursement are provided for work related travel. Possession of a valid driver’s license, consistent access to an insured vehicle, and the ability to travel is required as a condition of employment..

 

 

Job Responsibilities:

·        Communicates with new providers in the CAPS enrollment process and supports providers with understanding CAPS policies and processes.

·        Assists providers in meeting the requirements for CAPS participation during enrollment and annual renewal.

·        Coordinates new user training with Education and Outreach team.

·        Coordinates with the DECAL Child Care Services Division when a change of ownership, change in location, change in operating type occurs, or when there is a change in operating status (closures and temporary closures).

·        Completes data entry related to enrollment, annual renewals, updates to provider information, change of ownerships, and changes in operating status.

 

·        Transfers scholarships under new owner profile or based on rate increase.

 

 

·        Coordinates with DECAL Criminal Records Check team to ensure compliance with CAPS policy on satisfactory criminal record checks for exempt center staff and informal providers and coordinates with DECAL Criminal Records Check team.

·        Monitors process for providers who voluntarily disenroll from CAPS. Tracks reasons why providers voluntarily disenroll from the system. Analyzes data system when providers voluntarily disenroll.

·        Triages inquiries or issues regarding Quality Rated status by contacting providers and coordinating with the Quality Innovations and Partnerships (QUIP) division to determine eligibility for the Quality Rated program.

·        Reviews requests from providers for rate increases for children with disabilities.

·        Reviews, approves, and makes appropriate adjustments to rates and scholarships due to care provided at night or evening.

·        Works in close collaboration with the other CAPS functional areas to ensure seamless service delivery to all families and providers and to provide exemplary customer service.

·        Provides general customer service support to customers, child care providers, general public, partner agencies and stakeholders who contact the Enrollment Services division.

·        Receives, reviews, and processes requests for provider rate increases.

 

Agency Required Qualifications:

Bachelor's degree in a related field from an accredited college or university AND three (3)  years of professional job-related experience in a human services field; or two (2) years of experience at the lower level Social Svcs Prgm Mgr 2 (SSP021) or position equivalent.

 

Agency Preferred Qualifications:

Bachelor's degree in a related field from an accredited college or university; and   

·        Current or previous CAPS program work experience.

·        Current work experience in another DECAL program.

·        One year or more of experience in a child serving, state or community program or organization.

·        One year or more of experience in making program eligibility determinations.

·        Knowledge of CCDF federal regulations.

 

 Technical Competencies:

·        Excellent oral, written, analytical, presentation and interpersonal communication skills

·        Demonstrated ability to form and maintain collaboration among partners.

·        Computer skills in Microsoft Office including WORD, EXCEL and POWERPOINT.

·        Computer skills in databases and telephony software.

·        Ability to manage own time, set priorities, work without direct supervision, and contribute to team atmosphere.

·        Competent to answer questions related to child care quality and health and safety, as well as community resources quickly and accurately.

·        Strong knowledge/experience of program development and implementation.

·        Experience working with diverse communities and sensitivity to needs and concerns of various cultural groups.

·        Ability to react with flexibility and sensitivity to changing situations and needs.

 

 Physical Position Requirements:

·        Work is typically performed in an environment with intermittent sitting, standing, or walking in various settings.

·        Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification.

·        Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

·        The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication

·        Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.

·        Full range of hand and finger motion for data entry purposes.
