The Georgia Department of Defense is seeking a detail-oriented, customer-focused individual to serve as a Budget Analyst in our agency’s Construction Facilities Management Office (CFMO). Our agency provides a unique professional experience with a blend of state government functions and federal government interaction in a military environment where both domestic and international missions are a regular occurrence.
Under supervision, serves as a Budget Analyst for the CFMO Resources department, helping manage Federal and State funding requirements and is responsible for ensuring the accurate assignment and application of fiscal accounting codes across all financial transactions, including state purchase orders, federal purchase card transactions, federal purchase orders, and contract actions. This position plays a critical role in maintaining compliance with state and federal financial regulations, ensuring accurate budgeting and supporting timely processing of obligations and expenditures.
A Secret Security Clearance will be required for this position to permit access to necessary systems.
Duties and Responsibilities:
- Fiscal Code Assignment and Validation: Applies appropriate state and federal fiscal accounting codes to all purchase orders, contracts, and related financial documents, ensuring alignment of expenditures with approved project codes, cooperative agreements, cost centers, and object classes.
- State Purchase Orders Processing: Reviews, codes, and processes state purchase orders for accuracy and compliance, while ensuring entries meet documentation standards and contain complete financial information.
- Federal Purchase Card (GPC) Transactions: Reviews federal purchase card logs and monthly statements for appropriate fiscal code usage and identifies errors, provides correction guidance, and ensures transactions comply with federal purchase card regulations.
- Federal Purchase Orders and Contract Processing: Applies federal accounting and fiscal codes to federal purchase orders and contract actions before submission, reviewing contract packages for financial accuracy and proper obligation of federal funds.
- Financial Tracking and Reporting: Assists in monitoring obligations, expenditures, and available balances for assigned funding lines and performs Year-End Closeout (Federal and State).
- Compliance and Audit Support: Ensures all fiscal coding adheres to federal and state statues, policies, and regulatory guidance, maintain supporting documentation for audit trails and compliance reviews.
- Communication and Coordination: Serves as liaison between Budget, Procurement, Contracting, and Program offices, while providing guidance to the directorate staff on fiscal coding requirements and proper documentation. Assists the Master Cooperative Agreement (MCA) manager in initiating appendices to the MCA and projecting cash flow requirements.
Preferred Qualifications:
Preference will be given to those applicants who, in addition to meeting the entry level qualifications, have current and significant professional level experience in any combination of the following:
- State of Georgia and/or Federal Government budget experience
- DOAS Procurement Certifications
- Experience or knowledge of State of Georgia's Peoplesoft Financial system
- GFEB L1 certificate
