The Georgia Department of Revenue seeks to fill an Attorney II or III position with the Office of the General Counsel’s Hearings, Employment, and Ethics Section. Reporting to the Managing Attorney, responsibilities include, but are not limited to: 

·       Conducting administrative hearings related to alcohol and tobacco licensing matters, ensuring hearings are conducted fairly, developing a hearing record, and issuing written decisions based on the evidence presented.

·       Providing advice on legal and operational matters relating to the agency and the evolving legal environment, with a focus on supporting the Department’s Office of Human Resources. 

·       Supporting the Department’s ethics program operations through issue analysis and monitoring, to ensure compliance with the Governor’s Code of Ethics.

·       Planning and organizing legal services work to meet the Department’s objectives, including coordinating work with other legal and non-legal business units, leading to written analysis and recommendations for regulations, policies, and procedures. 

·       Serving as a legal liaison to other government agencies in matters affecting the Department, to include communication and coordination with the Department of Law on litigation and other legal matters affecting the Department.

Sample technical competencies may include, but are not limited to:

·       Knowledge and ability to research and analyze statutes, court decisions, state and federal regulations, and departmental policy.

·       Ability to draft legal opinions, policy proposals, and/or regulations based on research and analysis. 

·       Ability to analyze, appraise, and organize facts and present them in a clear and logical form in oral and written presentations. 

·        Ability to determine Department compliance with laws, rules, and regulations.

Minimum Entry Qualifications for the Attorney 2:
Juris Doctorate from an accredited college or university and license to practice law in the State of Georgia ~or~ eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring ~or~ reciprocity and one (1) year of relevant legal experience ~or~ one (1) year of experience required at the lower level Attorney 1-LEP020. 

Minimum Entry Qualifications for the Attorney 3:
Juris Doctorate from an accredited college or university and license to practice law in the State of Georgia ~or~ eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring ~or~ reciprocity and two (2) years of relevant legal experience ~or~ two (2) years of experience required at the lower level Attorney 2-LEP021.

Required Skills & Experience – Applicants must demonstrate ALL of the following to receive consideration:

·       Legal Writing Sample: Submission of a writing sample, not to exceed 10 pages, from a brief, memo, or other similar document.  This sample must be attached to the applicant’s profile/application.

·       Judgment & Decision Making: Ability to weigh the needs of the agency to determine the best course of action for all parties.

·       Communication Skills: Ability to effectively communicate both verbally and in writing to a variety of audiences.

·       Customer Service: Ability to provide professional legal services to taxpayers, agency divisions and executive leadership.

·       Teamwork & Cooperation: Ability to work collaboratively with project teams, both within the legal group and various business divisions.

·       Results Orientation: Ability to complete projects with limited supervision 

·       Accountability: Ability to accept responsibility for one's actions with honesty & integrity, while remaining committed to organizational success.

 

Preferred Criteria-Applicants may possess a combination of the following:

·       Experience with administrative hearings and/or administrative appeals, trial work, or experience as a law clerk for a court or administrative tribunal.

·       Experience drafting legal documents such as briefs, memoranda, or opinions/orders. 

·       Coursework or experience in one or more of the following legal subject matter areas: employment law (e.g., Title VII, ADA, FLSA, FMLA), administrative law, ethics, tax law, or related fields

 

Position Status: Unclassified

Pay Grade: L - Attorney 2; M - Attorney 3

Target Salary:    

Attorney 2: up to $72,500

Attorney 3: up to $82,000

                                 

***Individual salaries will be based on education, experience, and State Personnel Board Rules and will adhere to State Personnel Board Rules.

Location: Department of Revenue Century Center Office – 2595 Century Pkwy NE, Atlanta, GA 30345.  This is a hybrid position allowing for a telework schedule of up to three days per week after training and proficiency in all assigned areas has been demonstrated and is subject to change based on DOR policies and ability to meet performance expectations.
