The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their fulltime Assistant Commissioner in the Office of Adult Education.  The Assistant Commissioner for Adult Education serves as a member of the executive staff of the Technical College System of Georgia (TCSG) and provides statewide leadership for Georgia’s adult education system. This position is responsible for the strategic direction, operational management, and performance accountability of programs that enable adults to earn high school equivalency credentials, strengthen foundational literacy and numeracy skills, and transition into workforce training and postsecondary education.  The Assistant Commissioner collaborates with TCSG colleges, community-based organizations, state agencies, and business partners to ensure that adult learners across Georgia are equipped to participate fully in the state’s economy. 

 

RESPONSIBILITIES 

·         Provides vision and direction for Adult Education programs across Georgia.

·         Ensures alignment of adult education initiatives with Georgia’s high-demand workforce sectors.

·         Designs and oversees statewide accountability systems to monitor provider performance, outcomes, and compliance with federal and state requirements.

·         Oversees the allocation, management, and effective use of federal and state funds for Adult Education programs.

·         Promotes innovation, continuous improvement, and equitable access to high-quality adult learning opportunities.

·         Serves as a liaison to the U.S. Department of Education, the U.S. Department of Labor, and other federal and state partners.

·         Represents Georgia’s adult education system in national and state forums to elevate the state’s leadership in adult learning and family literacy.

·         Builds and sustains partnerships with workforce, education, and community organizations to strengthen pathways into employment and higher education.

·         Engages regularly with the State Board of the Technical College System of Georgia, college presidents, and business leaders to align adult education with statewide priorities.

·         Manages the day-to-day operations of the Office of Adult Education through a professional team responsible for strategy, compliance, professional development, data management, high school equivalency testing, and performance improvement.

·         Directs financial operations for the Office of Adult Education, including management of state and federal budgets for adult education and high school equivalency programs.

·         Ensures staff and providers have access to training, technical assistance, and resources needed to deliver effective programs.

·         Monitors performance outcomes, addresses underperformance, and leads corrective action as required.

·         Advises the Commissioner on adult education priorities, initiatives, and emerging needs in workforce development.

·         Develops and implements policies and procedures to ensure compliance with TCSG policy manuals, state laws, and federal regulations.

 

MINIMUM QUALIFICATIONS 

Master’s degree from an accredited college or university in a related field *and* three (3) years of experience in adult education leadership, education policy/planning, public administration, or a related field.

 

PREFERRED QUALIFICATIONS 

·         Executive or senior-level leadership experience in adult education, workforce development, or higher education.

·         Extensive experience managing state and federal grants, budgets, and accountability systems.

·         Proven success in advancing equity, innovation, and program performance.

·         Strong communication, collaboration, and stakeholder engagement skills.

 

TECHNICAL COMPETENCIES 

·         Ability to manage a large, diverse staff and multiple complex projects.

·         Strong strategic planning, analytical, and organizational skills.

·         Deep knowledge of adult education, postsecondary education, and workforce development.

·         Expertise in state and federal grant management, compliance, and accountability.

·         Knowledge of budgeting and financial management practices.

·         Excellent oral and written communication skills.

·         Effective stakeholder engagement and partnership development.

·         Sound decision-making and problem-solving abilities.
