Research Analyst

We are seeking a Research Analyst who will have a strong expertise in the areas of data analysis, data management, data transformation, and statistical techniques.  This position reports directly to the Research and Statistics Manager within Office of Information Technology’s Office of Data and Analytics.  The Research Analyst will liaise with business stakeholders and data managers to create research and statistical products that support the operational and strategic goals of the enterprise. The successful Research Analyst will possess attention to detail, strong coding skills, excellent writing and presentation skills, program evaluation experience, the ability to troubleshoot coding issues independently, and a team spirit.

Established in 2009 by the Governor and General Assembly, the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) operates state hospitals and provides community-based services statewide through contracted partners. Our mission is to lead an accountable and effective continuum of care, supporting all Georgians with behavioral health challenges and intellectual and developmental disabilities. As Georgia’s vital public safety net, our vision is to ensure easy access to high-quality care that guides the uninsured and underinsured people we serve toward a life of recovery and independence.

Services and Responsibilities

·        Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area.

·        Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues.

·        Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions.

·        Assists with orientation, training, or providing task guidance of junior team members – including other Research Analysts who are more junior or have less experience.

·        Provides strategic analysis.

·        Provide data analysis, dataset curation, report development, and data collection support to business subject matter experts (SME) throughout the enterprise.

·        Document, replicate, and maintain data transformations, analytical approaches, and data quality standards.

·        Provide feedback to business SMEs about data available to answer operational and strategic questions.

·        Liaise with data managers and business SMEs to validate the accuracy and completeness of data assets used for research and statistical analysis.

·        Liaise with the External Research Manager and DBHDD Research Partners to provide input on research methods and projects that use DBHDD.

·        Partner with internal and external research staff to curate datasets for analysis.

·        Draft research reports, memorandums, presentations, or summaries depending upon business requirements.

·        Develop and implement statistical models to inform and/or automate agency business decisions.

·        Develop data collection instruments: surveys, programmatic reporting for contract management, and input screens for applications.

·        Liaise with Office of Performance Analysis and Quality Improvement to map agency processes to develop new, or enhanced, data collection processes, instrumentation, or tools.

Required Skills/Abilities:

  • Experience working with at least one statistical package such as STATA, SPSS, or R.
  • At least one year of previous work experience, course work, or certification equivalent.
  • Work effectively within group settings in areas of database management, analysis of data, research, and report writing.
  • Strong analytical reasoning and problem-solving abilities and project management skills and experience, including success with managing large datasets.
  • Excellent communication skills and the ability to establish and maintain effective and productive working relationships with multiple offices and divisions.
  • Proficiency with Microsoft Office Suite Software including Outlook, Word, Excel, PowerPoint, and OneNote.  Willingness and ability to learn, adopt and utilize new computer technology and software skills.
  • Ability to communicate effectively about research results and their interpretation for operational decision-making.

 

Physical Requirements:

·        Position located at DBHDD state offices in Atlanta, Georgia.

·        Ability to sit for prolonged periods while working at a desk and on a computer.

·        Some travel across the state of Georgia may be required if directly related to research.

Education and Experiences:

  • Associate degree in communication, English, or public relations from an accredited college or university.

·        1-3 years of experience with analytics or related area of assignment.

  • At least 2 years of experience in managing applied research projects end-to-end.

 

Preferred Qualifications:

  • Proficiency in at least one statistical package such as STATA, SPSS, or R.

  • Experience working with Power BI.

  • Experience working with health data.

  • Experience working with data warehouses.

  • At least two undergraduate statistics courses.

  • Experience in work related to the analysis of statewide programs, including developmental disabilities services, behavioral health services, and hospital data.
