General Description
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. SUMMARY OF THE POSITION
The Project Coordinator, LIHTC–PBV Liaison coordinates the end-to-end lifecycle of Low-Income Housing Tax Credit (LIHTC) developments with Project-Based Voucher (PBV) commitments. This role bridges Housing Finance (pipeline and subsidy layering review) and the HCV Program (PBV compliance, AHAP/HAP) to ensure timely, compliant execution from tax credit award through AHAP conversion. Responsibilities include pipeline tracking, due diligence management, interdepartmental coordination, regulatory compliance, stakeholder communication, reporting to leadership and perform additional duties as assigned to support business and operational needs.
This is a part-time, temporary position expected to last approximately six (6) months. Extension beyond this period will depend on business needs, but is not guaranteed.
MINIMUM ELIGIBILITY REQUIREMENTS
- Degree in Public Administration, Business Management, Real Estate, currently pursuing a degree with relevant coursework or two years of experience in project management.
- Demonstrated knowledge of LIHTC program and HCV program requirements.
- Proficiency with Microsoft 365 (Excel, PowerPoint, SharePoint/Teams); experience with project dashboards (Power BI a plus).
- Strong analytical, organizational, and communication skills; ability to manage multiple projects and deadlines.
KEY RESPONSIBILITIES
- Pipeline Management: Maintain a centralized pipeline of PBV/LIHTC projects; track progress from application to stabilization; manage commitment timelines, expirations, and board actions.
- Subsidy Layering Review: Partner with tax credit underwriters to confirm completion of reviews and resolve findings.
- AHAP Coordination: Support drafting, routing, and execution of AHAP agreements and exhibits; track pre-construction and closing milestones.
- Compliance & Documentation: Maintain SOPs, checklists, and audit‑ready project files; support internal and external audits.
- Stakeholder Coordination: Serve as primary point of contact; lead cross‑functional meetings; provide leadership with regular project updates.
- Project Controls & Reporting: Manage dashboards, trackers, and produce monthly reports.
- Process Improvement: Standardize workflows, lead retrospectives, and recommend policy/process enhancements to accelerate AHAP delivery.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is part time (20 hours per week). Remote work is limited to the State of Georgia and employee should be available to travel to the Atlanta Office when requested/required and for periodic training and mandatory meetings.
PHYSICAL/SENSORY REQUIREMENTS
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
