JOB SUMMARY

The Outreach Program Manager is responsible for leading and managing the outreach program in collaboration with Communications, ensuring strategic alignment with organizational goals and deepening relationships with members and key stakeholders. This role emphasizes program administration, staff management, and strategic engagement, while maintaining a strong presence at select events and associations.

MINIMUM QUALIFICATIONS & EDUCATION

  • Bachelor’s degree in marketing, Communications, Finance or related field from accredited college or university and at least seven (7) years of experience in Pension Benefits, Public Relations, Employee Benefits, Finance, or similar field.

  • Five (5) years of experience in management or supervisory role.

  • Strong presentation and public speaking skills.

  • Strong writing skills and experience producing clear, accurate, and visually appealing reports.

  • Proven success in networking and relationship management.

  • Experience in creating relevant presentations and speaking in front of large groups. 

  • Experience in media content preparation and review, such as social media, podcast, video content, and publications.

  • Proficiency in Excel and data analysis; ability to interpret analytics and create actionable reports.

  • Strong project management and organization skills with experience in planning, execution, and evaluation.

  • Be able to drive as needed throughout the state of GA by car, resulting in hotel stays as appropriate.

PREFERRED ADDITIONAL QUALIFICATIONS

  • Five (5) years’ experience in retirement-related benefits preferred.

  • Knowledge of the TRSGA pension plan.

  • Experience in proofreading, editorial review, and copywriting for outreach materials.

  • Graphic design, AI content creation, and experience in market-leading content design.

ESSENTIAL DUTIES & RESPONSIBILITIES  

Program Leadership & Strategy

  • Manages the Outreach Program and the performance of the outreach staff. Ensures staff is fully trained, coached, and updated as needed on policy/procedure changes. Collaborates with the Communications & Outreach Director to set and execute strategic goals for the outreach program.

  • Establishes annual goals and standards to be met by staff. Manages all programs and events to ensure staff is on target to meet goals throughout the year.

  • Develops and monitors KPIs and metrics to measure program effectiveness and identify areas for improvement.

  • Manages the outreach staff to ensure goals are being met or exceeded. Meets with staff quarterly to review performance. Identifies standards not being met and develops action plans to ensure year end goals are achieved. Prepares and performs annual reviews for outreach staff.

  • Ensures staff has the necessary support and resources. Assists with presentations at events as needed. Participates in benefit fairs, seminars, workshops, and conferences across the state.

  • Assists in managing and staffing the outreach team:

  • Interviews, hires, supervises, plans, assigns, coordinates, and directs the activities of assigned personnel.

  • Makes staffing decisions including evaluating performance, coaching and appraising performance, administering disciplinary action, prioritizing department requests, reviewing completed work, and training assigned personnel as needed.

  • Addresses and employee issues as they arise.

  • Plans and attends all weekend seminars and coordinates with qualified outside speakers and outreach staff.  Secures facilities for seminars and coordinates any food and beverage.  Reviews and forwards any related invoices.

  • Ensures overall success of programs as measured by overall customer satisfaction scores, accuracy scores, stakeholder feedback, and meeting established deadlines.

  • Compiles metrics and creates reports for the Communications & Outreach Director as needed.

  • Collaborates with Marketing and Communications staff to ensure outreach presentations and materials align with agency goals, campaigns, and targeted outreach strategies.  Creates member files for the marketing of various events.

Administrative & Reporting Duties

  • Creates and submits monthly travel authorization reports to the Executive Team for approval.

  • Prepares detailed reports on outreach program performance and employee productivity.

  • Analyzes KPIs and metrics using advanced Excel functions and other data tools to inform decision making.

  • Supports team operations, including logistics and resource allocation (e.g., pulling SSRS reports, monitoring outreach administration tools).

  • Assists the Communications Director with performance dashboards and strategic reporting.

  • Reviews monthly social media copy for accuracy, alignment with agency goals, appropriateness of tone, and awareness of evolving public dynamics to mitigate potential negative impacts on the system.

  • Reviews outreach marketing emails for accuracy, grammar, appropriateness, and consistency with outreach objectives.

  • Participates in the review of agency publications to ensure accuracy and clarity of TRS policies.

  • Collaborates with Marketing to update and refine presentations and other outreach collateral to maintain consistency with organizational messaging and strategy.

  • Coordinates invoicing with associations and vendors for conferences, fairs, and seminars.

Event Oversight & Representation

  • Drives initiatives that strengthen TRS’s relationships primarily with retiree associations such as GAE R, GREA, other professional organizations (e.g., GAEL), and key partners.

  • Plans and manages high impact outreach events, including joint sessions with subject matter experts and association focused engagements.

  • Serves as a primary presenter for strategic events; excels in public speaking and networking to represent TRS effectively.

  • Shadows outreach staff periodically to ensure program effectiveness and provide support or correction as needed.

The work is typically performed in a professional office environment and out in the field at customer events.

PHYSICAL REQUIREMENTS OF THE JOB

SEDENTARY: Exerts up to 20 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise.

This position will travel 30% to 50% to other locations throughout the state of GA and requires operation of a motor vehicle to go from one location to another.  Travel includes both day trips and multi-night trips.
